About this file
This is a Limited Source Justification document for a federal contract award by the U.S. Equal Employment Opportunity Commission (EEOC).
The EEOC's Office of Chief Information Officer (OCIO), through the Acquisition Services Division (OCFO-ASD), is procuring Identity and Credit Monitoring Services from Experian with an estimated base year contract value of $300,000.00. The services include identity protection and monitoring, credit monitoring, fraud detection, identity restoration, notification services, customer support, and program management. The scope encompasses comprehensive monitoring beyond traditional credit reports, tracking exposure of personal information across online platforms, change of address records, court records, payday loans, health information, and criminal records. The Government retains discretionary authority to exercise option years based on continued need and funding availability. The justification for limited source procurement under 8.405-6(a) is based on Experian being the only source capable of responding due to the unique and specialized nature of the work. EEOC-ASD conducted a full solicitation on GSA eBuy (RFQ1800362) in March 2026, which resulted in only one response meeting requirements and offering the best price. Experian's proprietary position as one of three nationwide consumer reporting agencies with direct access to its own credit data infrastructure, combined with its integrated Identity Works platform providing rapid enrollment, continuous monitoring, fraud alerts, and breach-response services, justifies the sole source award. The agency commits to conducting new market research after 36 months to evaluate the evolving marketplace and pursue competitive procurement for any subsequent contract award.

U.S. EQUAL EMPLOYMENT OPPORTUNITY COMMISSION
Washington, D.C. 20507
LIMITED SOURCE JUSTIFICATION
1. Identification of Agency and Contracting Activity:
Agency: U.S. Equal Employment Opportunity Commission (EEOC) Requiring Activity: Office of Chief Information Officer (OCIO)
Contracting Activity: EEOC - Acquisition Services Division (OCFO-ASD) Requisition Name: Identity and Credit Monitoring Services
2. Nature and/or description of the action being approved.
Credit Monitoring, Fraud Detection, and Identity Restoration Services - Experian
3. A description of the supplies or services required to meet the agency's needs (including the estimated value).
Identity Protection and Identity Monitoring services monitor the use of an individual's overall identity beyond information contained in a credit report. This monitoring tracks whether the individual's information has been exposed online, in addition to monitoring other databases, which may include information related to change of address, court records, payday loans, health, criminal records, and other identifying information beyond just financial credit information. These more comprehensive services mitigate risks of the non-credit identity thefts outlined above.
The estimated contract value for the base year is $300,000.00. The Government may exercise the option years at its discretion, subject to the continued need for the services and the availability of funds. The estimated contract value includes all required identity monitoring, notification services, identity restoration, customer support, and program management services.
4. Identification of the justification rationale (see 8.405-6(a) and, (b) and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service.
_x (1) Only one source is capable of responding due to the unique or specialized nature of the work;
(2) The new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures;
(3) The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer; or
(4) An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with 8,404(d).
A full solicitation was posted by EEOC-ASD on GSA eBuy, RFQ1800362 in March of 2026.
Only one response and Experian met the requirements for solicitation and was available at the best price.
6. Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
A full solicitation was posted by EEOC-ASD on GSA eBuy, RFQ1800362 in March of 2026.
Only one response and Experian met the requirements for solicitation and was available at the best price.
7. Other facts supporting the justification.
Experian is the only source capable of providing the required combination of identity protection, credit monitoring, fraud detection, and identity restoration services while leveraging its proprietary consumer credit bureau data and infrastructure. As one of the three nationwide consumer reporting agencies, Experian has direct access to and control over its own credit data, enabling timely monitoring of changes to Experian credit files and integration with broader identity protection services. Its Identity Works platform provides continuous identity monitoring, credit monitoring, fraud alerts, identity restoration assistance, and breach-response services through a single, integrated solution.
Experian's platform is an established solution for breach response and sponsored identity protection programs and is specifically designed to provide rapid enrollment, ongoing monitoring, and identity restoration services to affected individuals.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
EEOC will determine if these services are required past a 36-month period and if required, OIT will conduct new market research to evaluate the available feature set in a rapidly changing marketplace, followed by a competition for an additional single year or multi-year contract award.
