About this file

This is a Bid Questions and Answers document for the Nevada Department of Corrections (NDOC) Inmate Toiletries procurement (44DOC-S3464). The document addresses seven questions submitted by prospective vendors regarding product specifications, contract terms, and pricing requirements. Key clarifications include confirmation that toothpaste does not require ADA approval despite one acceptable brand being ADA-approved; Item #3 (toothpaste) should contain 144 tubes per box, with 5 boxes per case; Item #6 (razors) should contain 1,000 pieces per box; and vendors may submit pricing based on individual unit calculations even if items are not physically packaged as cases. The procurement seeks to supply toiletries to multiple Nevada correctional facilities including locations in Ely, Carson City, Las Vegas, Indian Springs, and Lovelock, with quotes due by October 14, 2025.

The State allows vendors flexibility in their bid submissions, permitting clarifications or exceptions to standard terms and conditions at the vendor's discretion, though full acceptance is preferred. Current vendor information and pricing are publicly available through NevadaEPro, the state's procurement portal. The State expects bidders to submit their best effort pricing and does not require formal solicitation responses from existing purchasing contracts if vendors prefer to submit direct quotes. A 5% preference for Nevada-based businesses applies to this procurement, and vendors must carry $1,000,000 in combined single limit automobile liability insurance when directly delivering goods to correctional facilities.

AMERCARE
Toothpaste
Does the toothpaste need to be ADA approved? One of the acceptable brands listed is, but the other is not.
We have not heard of this requirement. I have asked several different departments and we are unaware.

Terms and Conditions
Upon review, if there are bid terms and conditions the Vendor may not be able to agree to, will the State allow the Vendor to include clarifications or exceptions as part of its bid submission?
Though the State prefers bidders to accept all of the State’s terms, it is your prerogative to submit the proposal you feel comfortable with.

BIRISH
Items
The terms state that bid quantities must match the specified quantity for each item, but Item #3 has several different quantities listed (36 or 48 tubes per case, 144/CS, 72EA/CS). The amount of cases being requested is 144, but the descriptions of the approved examples contain various quantities per case and it is unclear how many tubes of toothpaste should come in a case. Please verify the official quantity per case for Item #3.
What is usually ordered is 144 tubes per box 5 boxed per case.
4
BIRISH
Existing Contract
Would the State be willing to accept a quote from an existing purchasing contract in lieu of a formal solicitation response?
The State expects bidders to submit what they feel is their best effort.
5
VICTORYORDERS
Price
Can you please provide the current vendor information and pricing for the items on this bid?
That information is public and can be found in NevadaEPro.
6
BIRISH
Items
The terms state that bid quantities must match the specified quantity for each item, but Item #6 has several different quantities listed (720-1700 per case, 1000 EA/CS). The amount of cases being requested is 350, but the descriptions of the approved examples contain various quantities per case and it is unclear how many razors should come in a case. Please verify the official quantity per case for Item #6.
What is usually purchased for the institutions who do order razors is 1000 pieces per box

BIRISH
Item Quantity
The terms specify that bid quantities must match the stated quantity for each item. Does this mean the Unit Price should reflect the quantity per case as specified, even if the item is only sold individually (e.g., as Each)? In other words, can the Unit Price be calculated based on the case quantity, even if the item is not physically packaged or sold as a case?
If the item is sold as a single, then pricing as single/individual based on the formula for multiples would be acceptable.
