About this file
This document is a Draft Statement of Work (SOW) for a Library Services Platform (LSP) contract opportunity. The SOW outlines the requirement for a multi-tenant, cloud-hosted LSP with functionality for discovery, acquisitions, cataloging, interlibrary loan, link resolution, license management, and reporting for both print and electronic library resources. Key objectives include making scientific and technical information readily accessible to support the Brookhaven National Laboratory (BNL) community.
The associated federal contract opportunity is a Request for Information (RFI) issued by the Department of Energy (DOE) Office of Science to survey the market for interested, capable, and qualified offerors that can meet the SOW requirements. This RFI is for information gathering purposes only and is not a solicitation. Responses are requested by August 6, 2024 and should include the company's capabilities, DUNS/UEI number, and size status.

I. Statement of Work for Library Services Platform
II. Scope: Provide multi-tenant Library Services Platform (LSP) for Brookhaven National Laboratory (BNL) Research Library staff and users with Discovery, Acquisitions, Cataloging, Interlibrary Loan, Link Resolver, License Management, and Reporting functionality for both print and online library resources.
Background:
A Library Services Platform is essential for managing print and online library materials, and for providing access to these materials for library staff and users.
Objectives:
A Library Services Platform assists the Research Library in making scientific and technical information readily accessible, in support of the efficient and effective performance of the Laboratory’s community.
III. Tasks or Requirements
The LSP shall be hosted by the vendor via multitenant SaaS technology.
The system shall provide functionality in the following areas: Cataloging, Acquisitions, Circulation, Discovery, Interlibrary Loan, print and online resource management, Licensing, and Reporting.
The system shall allow Research Library staff the ability to switch from one function to another without disrupting workflows.
The system shall offer a provider-neutral discovery index and interface that will allow the Research Library to make all of our library materials available to users (via searching, browsing, with the ability to view availability and place holds and Interlibrary Loans).
The system shall integrate directly and natively with OCLC Worldshare Interlibrary Loan (ILL) and OCLC Worldcat bibliographic database, the Research Library’s subscription-based resource sharing and MARC bibliographic record platforms, for ease of adding records to the Research Library’s holdings, and for efficient ILL-processing.
The system shall rely on a shared integrated knowledgebase bibliographic model that supports automated authority control and emerging bibliographic standards (RDA, etc.)
that are supported by the Library of Congress.
The system and its knowledgebase shall allow for the managing of electronic resources at the product or package level in addition to the individual journal and book title level.
Software updates to the system shall be deployed at regular intervals (at least 4 times/year) with no technical installation routines required by BSA.
The system shall be closed-source with the vendor having access to the source code of the application and the expertise required to provide direct technical support on all aspects of the system.
Vendor shall provide training to Research Library staff during course of contract, including both live-online and self-pace tutorials and documentation.
Vendor shall provide SSO authentication support for the WorldShare platform using BSA’s Shibboleth Identity Provider (IdP). This configuration provides SAML-compliant interaction and does not require firewall changes for BSA.
Vendor shall create/load Local Holdings Records (LHRs) for approximately 45,000 physical items (based on physical holdings at the time of migration) via one or multiple batchload projects as appropriate when migrating from our current Library Services Platform, if applicable.
Vendor shall migrate circulation transactional data from the Research Library’s current LSP to their platform, if applicable.
Vendor shall provide On-site or live-online Workflow Consulting that includes workflow best practices and advice on how to modify Research Library staff’s existing workflows to the vendor’s platform, if applicable.
Vendor shall assist with assessing BSA’s data and the vendor’s data experts will facilitate the migration of data from our current Library Services Platform to the vendor’s platform, if applicable.
Vendor shall provide Research Library staff with access to and assistance with their platform’s Service Configuration module, including advisement on configuration choices.
