About this file

This document is a Notice of Proposed Sole Source Purchase (#SS 435) issued by the University of Mississippi (UM), specifically for the Department of Chemistry and Biochemistry. The university intends to purchase an ASAP® (Atmospheric Solids Analysis Probe) manufactured by Advion Interchim Scientific, which is specifically designed for the department's existing expression® Compact Mass Spectrometer (CMS). The sole source purchase is intended to enhance learning and research opportunities for students, with comments and objections to the sole source certification accepted until Monday, November 3, 2025 at 10:00 am Central Time.

The proposed probe costs $11,836.00, which the university considers average for its caliber, and the department has already negotiated a 10% discount amounting to $1,191.10. The ASAP® probe is described as a sophisticated scientific component made for real-time mass assays of solid and liquid samples, including reaction mixtures, food samples, natural products, and tablets. Advion Interchim Scientific is identified as the sole manufacturer, with no other compatible direct analysis probes available. If no alternative sources are identified after review, the University of Mississippi will appeal to the Public Procurement Review Board for approval to complete the purchase.

UNIVERSITY OF MISSISSIPPI

Notice of Proposed Sole Source Purchase

#SS 435

The University of Mississippi (UM) anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase as a sole source shall follow the procedures outlined below.

Commodity or commodities to be purchased (manufacturer, model, description):

ASAP® (Atmospheric Solids Analysis Probe) is manufactured by Advion Interchim Scientific.

The need to be fulfilled by this item(s) and why it is the only one that can meet the specific needs of the department:

The Department of Chemistry and Biochemistry currently uses the the expression® Compact Mass Spectrometer (CMS) in its chemistry lab. The CMS instrument was purchased primarily for teaching purposes and this probe will enhance learning and research opportunities for our students. The ASAP® probe is specific to our instrument and is the only one that works on the expression® CMS. The probe is a sophisticated scientific component made of exacting standards designed specifically for the Advion CMS instrument. Modern chemistry labs have become automated, yet real-time mass assays remain out of reach using conventional LC/MS systems. The ASAP probe permits chemists affordable and reliable sample analysis of solid and liquid samples such as reaction mixtures, food samples, natural products, and tablets. Used together, the ASAP® probe and CMS instrument provides essential information quickly and improves the chemist’s workflow. Discussions with the manufacturer about our options revealed this is the only available option for the department.

Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):

Advion Interchim Scientific is the manufacturer of the ASAP® probe and the expression® CMS instrument in use by the department. No other direct analysis probe is compatible. There are no other vendors for the ASAP® probe.

Why the amount to be expended for the commodity is reasonable:

The probe costs $11836.00, which is average for a probe of this caliber.

Efforts that the agency went through to obtain the best possible price for the commodity:

The department negotiated a fair/reasonable price with the manufacturer and obtained a 10% discount, amounting to $1,191.10.

Submission Instructions and Format of Response from Objecting Parties:
