About this file

This document contains questions and answers (Q&A) related to RFQ 446913 for the procurement of B20 Bio-Diesel Fuel by Brookhaven National Laboratory (BNL), operated by Brookhaven Science Associates, LLC (BSA) under a Prime Contract with the U.S. Department of Energy (DOE).

Key details include: BNL has procedures and plans in place to prevent petroleum spills, and the vendor would be responsible for cleanup costs in case of a spill due to vendor negligence. BNL requests that taxes be listed as separate line items on invoices. The B20 fuel is stored in a 1,000-gallon above-ground tank located in a contained building. BNL prefers pricing based on the delivery date rather than the order date. BNL typically orders 496 to 800 gallons of B20 at a time. The anticipated award date is June 2024. BNL requires the vendor to provide a product specification sheet including the sulfur content for each delivery.

Q & A for RFQ 446913

1. In the event that you order too many gallons and results in a spill, would BNL take responsibility for the cost of cleaning it up?

If petroleum spill is due to vendor’s negligence/equipment failure/operator error, then vendor would be responsible for all cleanup costs subject to approval by the NYS Dept. of Environmental Conservation and BNL Environmental Protection Division. BNL has a spill cleanup contract with Miller Environmental Group; however, all spill cleanup costs would be the responsibility of the vendor. BNL has multiple procedures and Spill Prevention Plans to prevent spills of petroleum and there is a completely contained building for petroleum deliveries for the Central Steam Plant tanks – Bldg. 639.

1. Would you like the applicable taxes that are not included on the quotation pricing sheet to be billed as separate line items on your invoices? (i.e, The NY Oil Spill Tax 0.003274).

Yes, please list taxes out separately from the price per gallon invoiced.

1. Can you please supply the full address for Building 639?

Bldg. 639 has no street name, but it is between Temple Place and Brookhaven Ave. just West of Bldg. 610 (Central Steam Plant).

1. Can you please tell me the size of tank located in building 639?

BNL Tank No. 639-02 is a NYSDEC registered Biodiesel Fuel Tank with a design capacity of 1000 gallons

1. Is this tank located above or below ground?

Above ground tank – double walled and within bldg. 639, a totally contained building

1. On page 6 of your bid labeled OPIS Posting Locations, under section C it is mentioned that we are to take an average of the high and low for Long Island, NY posting, however later on the Quotation Pricing Sheet it is mentioned that we are to use the maximum published price. Can you please confirm which would be correct?

PPM to negotiate pricing. Historically we have been paying the “high” daily price. However, the current SOWs ask for mid-point pricing. If we can pay the “low” daily price, that would be ideal, but probably unlikely.

1. What day of the week would you like your weekly pricing to be based upon?

Two of our current vendors (Sprague and United Metro) charge the daily price for when the delivery is made to BNL. However, Petroleum Traders charge the price on the date it is ordered. Energy and utilities prefer that the daily price goes by the delivery date, as it is easier to track from a bookkeeping perspective.

1. On average, how much B20 do you typically order at once?

Range of volumes are 496 to 800 gallons with less usage in the colder weather.

1. When is anticipated date of award?

The anticipated date of award was June 2024.

1. When will the next board meeting take place following the bid due date?

As soon as possible!

1. Have any addenda been released for this bid?

As soon as possible.

1. Do you typically order your B20 in tank wagon size loads or Transport sized?

The B20 gets ordered in bulk 8000-gallon tanker trailers.

1. Regarding the Special Requirement 4.15, Petroleum Traders Corporation pulls fuel as it is needed from local terminals to our customers. As we do not have a tank of our own to pull from and test, would you like us to produce a product specification sheet from the terminal that we will be using for Brookhaven’s needs?

Yes, and it must include the Sulfur content (%, ppm, as applicable) as per our Title V Air Permit.

1. Regarding the Special Requirement 4.16, as stated above, we do not have our own tanks to be able to test. Would we be allowed to answer as Not Applicable to this section or would we be allowed to answer this the same as the proposed answer to 4.15 and provide the specifications from the terminal we will be using for your needs?

See 4.15

1. May we supply an analysis from the terminal being pulled with each delivery in leu of the Certificate of Conformance due to Petroleum Traders Corporation not having our own tanks to test?

Analysis must contain all of the required testing parameters contained within the bid document.

1. Can you please send us the most recent Certificate of Compliance that you have received so that we may use it for reference? Is attachment C what you are referring to?
