Technical Specification for

Renewable Energy Credits

March 21, 2024

I. SCOPE OF SERVICES

Renewable Energy Credits (REC's) for the purpose of meeting the U. S. Department of Energy's renewable and clean energy goals. REC's are to be provided for the total quantity of 20,400 MWH for fiscal year 2024 (October 1, 2023 through September 30, 2024) and must be Green-e certified or serialized equivalent.

The REC quantity is based on 7.5% of the total electrical energy forecasted to be consumed by BNL in FY 2024.

All RECs must be publicly retired on behalf of BSA. A certificate of Retirement must be provided to BSA certifying the total RECs credits being retired, their vintage year, the project type, and the retirement date.

Note: BNL is a Department of Energy facility, owned by the Government of the United States of America. Any contract for the supply of REC's to BSA must meet applicable U. S. government procurement requirements.

II. REQUIREMENTS

The Contractor will furnish REC’s in accordance with Option 1 or Option 2 as stated herein, which shall be procured at the sole discretion of BSA.

Option 1: Carbon Free Electricity Compliant Renewable Energy Certificate – 20,400

MWH

For electricity procured or produced to count toward BNL’s net annual Carbon Free Electricity progress, the agency must obtain and retire the associated REC that is from a Carbon Free source. To count toward the net annual CFE the REC must be sourced from generation resources that:

- Produce Carbon-pollution Free Electricity (CFE);

- Were placed in service on or after October 1, 2021, either as a new resource or as new capacity at an existing resource modified to increase output; and

- Deliver CFE to the same grid region of Federal facility consumption.

o BNL’s Balancing Authority is the New York Independent System Operator

(NYISO).

- Renewable Energy credits may be generated within six months prior to or three months after the net annual CFE compliance year.

Option 2: Standard Renewable Energy Credit (REC) – 20,400 MWH

Renewable Energy Credits (REC's) for the purpose of meeting the U. S. Department of Energy's renewable and clean energy goals must be Green-e certified or serialized equivalent.

REC's must come from sources placed into service within fifteen (15) years prior to October 1, 2024.

For RECs to count in FY 2024 reporting, they must have been produced between April 1, 2023, and Jan. 1, 2025.

REC's can come from the following: Renewable electricity is defined as electric energy generated from solar, wind, biomass, landfill gas, ocean (including tidal, wave, current, and thermal), geothermal, municipal solid waste, or new hydroelectric generation capacity achieved from increased efficiency or additions of new capacity at an existing hydroelectric project. For hydroelectric, “new” means placed in service after 1/1/1999, consistent with the definition of new hydroelectric generation capacity in section 2852 of the National Defense

Authorization Act for Fiscal Year 2007 as amended by section 2842 of the National Defense

Authorization Act for Fiscal Year 2010 (10 U.S.C. § 2911(e)).
