About this file

This is a Justification and Approval document for a simplified acquisition sole source procurement conducted under FAR Part 13. The National Park Service is seeking emergency rehabilitation of the primary liquefied petroleum gas (LPG) tank farm serving 20 buildings at Chaco Culture National Historical Park in New Mexico. The tank farm consists of seven Government-owned, 1,000-gallon LPG tanks that serve park housing, maintenance facilities, and administrative offices. The procurement was dated August 4, 2026, with PR Number 0044055853.

The justification cites urgent and compelling circumstances as the basis for sole source procurement. The primary LPG tank farm has developed leaks in its plumbing and manifold, rendering it unsafe for operation. The Government became aware of the unsafe condition on July 29, 2026, when AmeriGas red-tagged the system and removed it from service. Market research determined that although other qualified LPG contractors exist, the previous contractor was the only source reasonably available to complete emergency repairs within the required timeframe. The incumbent contractor recently performed work on the same system, possesses familiarity with the system and utility layout, and is already mobilized at the remote park location. Engaging another contractor would require additional site investigation, system familiarization, and mobilization, causing unacceptable delay in restoring the LPG system. The Contracting Officer, identified as Billie Thomas, and Facility Manager Aron Adams approved the sole source justification on August 10, 2026.

Text3: The National Park Service requires emergency rehabilitation of the primary LPG tank farm serving 20 buildings at Chaco Culture National Historical Park, New Mexico. The affected buildings include park housing, maintenance facilities, and administrative offices. The tank farm consists of seven Government-owned, 1,000-gallon LPG tanks connected to a single distribution system. The required work includes complete replacement of the tank farm manifold, connection piping, fittings, valves, pressure-regulating components, back-pressure devices, flexible tank connections, and related pipe supports. The completed system must be tested for leaks, inspected, certified, and returned to safe operating condition in accordance with applicable New Mexico LPG requirements.
Text4: Urgent and compelling circumstances exist because the primary LPG tank farm has leaks in its plumbing and manifold and cannot be operated safely. Due to these conditions, AmeriGas red-tagged the system, and the entire tank farm was taken offline. The Government became aware of the unsafe condition on July 29, 2026, when AmeriGas red-tagged the LPG tank farm and removed it from service. Award is required by 8/20/2026 with repair work commencing no later than 8/24/2026 to minimize the duration of the propane outage and associated impacts on park housing, maintenance facilities, administrative operations, and employee and visitor safety. The LPG distribution system serving 20 park buildings is presently unavailable. The tank farm is not a redundant or secondary system. All seven tanks are connected to the same distribution system, which supplies park housing, maintenance facilities, and administrative offices. The existing system has deteriorated to the point that complete replacement of the manifold, tank connection lines, fittings, valves, pressure regulators, and related components is required before propane service can be safely restored. Operation of a leaking LPG system would create an unacceptable risk of fire, explosion, property damage, personal injury, and environmental release. Therefore, the Government cannot temporarily place the existing system back into operation while conducting a standard competitive acquisition. Immediate award is necessary to begin material acquisition, required submittals, system replumbing, inspection, leak testing, certification, and restoration of propane service. Continued delay will adversely affect Government operations and may result in increased costs and safety risks to staff and visitors.

Text8: Market research determined that, although other qualified LPG contractors may exist, the previous contractor was the only source reasonably available to complete the emergency repairs within the required timeframe. The contractor recently performed work on the same system, is familiar with the system and utility layout, and is already mobilized at this remote park location. Engaging another contractor would require additional site investigation, system familiarization, and mobilization, resulting in unacceptable delay in restoring the red-tagged LPG system. Accordingly, urgency and immediate availability support soliciting this contractor as a single source under FAR 13.106-1(b)(1).
