LPF-QAR-003: LPFR Quality Assurance Requirements for First Article Test Plans & Reports

This document establishes quality assurance guidelines for the preparation of first article test plans and reports for F100 engine parts referenced in federal contracts. The document specifies that first article quantity shall be per contract terms, with one article undergoing destructive testing in its entirety and remaining articles tested only through nondestructive procedures.

Testing requirements encompass dimensional conformance with finish specifications, nondestructive inspection via FPI, ultrasonic, eddy current, X-ray, and visual methods, material property conformance including mechanical and metallurgical analysis, and compliance with all drawing specifications and standards. All first articles must be serialized and dimensionally inspected at 100 percent with no sampling allowed; measurements shall be documented in tabular format including drawing dimensions, tolerances, actual readings, and instrument details. Nondestructive inspections require 100 percent compliance with QAD specifications, and sources must be Pratt & Whitney approved per OC-ALC/LPFR authorization. Material properties testing includes composition, heat treatment verification, metallurgical microanalysis for raw materials and welds, and mechanical testing per manufacturing specifications. The First Article Test Plan (FATP) must be delivered to the Contracting Officer per contract schedule with detailed testing descriptions; the First Article Test Report (FATR) shall include all complete laboratory results from contractor and sub-vendor testing. When required by contract, destructive testing remnants and one nondestructively tested article marked "UNSERVICEABLE - Condition Code R" must be delivered with the FATR. All first and production articles must be newly manufactured under the current contract, and previously identified subcontractors for laboratory testing are the only approved sources unless OC-ALC/LPFR authorizes alternate OEM-approved sources, with engineering instructions taking precedence over all other technical instructions.
