About this file
This document is a Notice of Proposed Sole Source Purchase issued by the University of Mississippi (UM), specifically for the School of Pharmacy. The university intends to purchase a Crystalline 8 Optic Multiple Reactor System manufactured by Technobis Crystallization Systems B.V. The system is a specialized crystallization analysis instrument with 16 reactors, divided into four independent heating zones, capable of operating between -15°C to 150°C. Interested parties who object to the sole source designation may submit responses by Monday, September 15, 2025, at 10:00 am Central Time to Jeff Wells, Procurement Manager.
The total cost of the purchase is $93,508, which the university considers significantly lower than commercial rates and includes hardware, proprietary software, installation, training, and a service contract. Technobis is identified as the sole global manufacturer of this system, with a Certificate of Exclusivity, and the only authorized vendor for sales and service in the U.S. The department negotiated a $45,000 academic discount. If no alternative sources are identified, the University of Mississippi will appeal to the Public Procurement Review Board for approval to complete the purchase. Responses can be submitted via hand delivery, mail, overnight delivery, or email, with specific instructions provided for format and communication.

UNIVERSITY OF MISSISSIPPI
Notice of Proposed Sole Source Purchase
#SS 435
The University of Mississippi (UM) anticipates purchasing the item(s) listed below as a sole source purchase. Anyone objecting to this purchase as a sole source shall follow the procedures outlined below.
Commodity or commodities to be purchased (manufacturer, model, description):
Crystalline 8 Optic Multiple Reactor System manufactured by Technobis Crystallization Systems B.V.
The need to be fulfilled by this item(s) and why it is the only one that can meet the specific needs of the department:
The School of Pharmacy is specifically seeking a crystallization analysis instrument that can handle simultaneous analysis of multiple crystallization conditions across 16 reactors, an essential feature for our workflow. Equally important was its seamless integration with our existing laboratory protocols and data acquisition systems, ensuring a smooth transition and continued operational efficiency. The Crystalline 8 Optic Multiple Reactor System is the only instrument that meets the specific research requirements of the School of Pharmacy due to its unique technical capabilities. The system provides 16 reactors divided into four independent heating zones (temperature range: -15°C to 150°C), allowing high-precision solubility and crystallization studies. It enables turbidity measurement with only 1 mL sample volume, a critical feature for our experimental setup. The AI-driven analysis software integrates seamlessly with our research workflow, offering automated solubility and metastable zone width determination and provides technology for particle detection and habit classification, a crucial component for accurate solubility measurements. The system provides advanced crystallization monitoring and analysis capabilities, essential for the research needs of the School of Pharmacy.
Name of company/individual selling the item and why that source is the only possible source that can provide the required item(s):
Technobis Crystallization Systems B.V. is the sole global manufacturer and provider of the Crystalline 8 Optic Multiple Reactor System. Technobis is the only company worldwide that produces this system, as confirmed by their Certificate of Exclusivity. The company is the only authorized vendor for sales and service of this equipment in the U.S. The system includes patented software and hardware that are not available through any other vendor. Technobis is the only entity authorized to provide calibration, maintenance, and training for this instrument.
Why the amount to be expended for the commodity is reasonable:
The total cost of $93,508 is significantly lower than the commercial rate and includes hardware, proprietary software, installation, training, and a service contract.
Efforts that the agency went through to obtain the best possible price for the commodity:
To secure the best possible price, the department engaged in negotiations with Technobis Crystallization Systems B.V. and successfully obtained a $45,000 academic discount.
Submission Instructions and Format of Response from Objecting Parties:
Interested parties who have reason to believe that the item(s) above should not be certified as a sole source should provide information in the following format for UM to use in determining whether or not to proceed with awarding the Sole Source purchase.

1.1.2 Company Website URL, if applicable
1.2 Objection to Sole Source Certification
1.2.1 Interested parties must present specific objections to the Sole Source certification using the criteria listed above.
1.2.2 A statement regarding the Interested Party's capabilities as related to this Sole
Source Certification Request.
1.2.3 Comments will be accepted at any time prior to Monday, September 15, 2025 at 10:00 am (Central Time). Comments should be addressed to:
Jeff Wells, Procurement Manager The University of Mississippi Procurement Services 164 Jeanette Phillips Drive PO Box 1848 University, Mississippi 38677
1.2.4 Responses may be delivered by hand, via regular mail, overnight delivery, or e-mail at solesource@olemiss.edu with cc: to purchase@olemiss.edu and must reference the sole source number.
1.2.5 UM WILL NOT BE RESPONSIBLE FOR DELAYS IN THE DELIVERY OF RESPONSES. It is solely the responsibility of the Interested Parties that responses reach UM on time. Interested parties may contact Jeff Wells to verify the receipt of their responses. Responses received after the deadline will be rejected.
If after a review of the submitted notice and documents, UM determines that the commodity in the proposed sole source request can be provided by another person or entity, then UM will withdraw the sole source certification and submit the procurement of the commodity to an advertised competitive bid or selection process.
If UM determines after review that there is only one (1) source for the required commodity, then UM will appeal to the Public Procurement Review Board for approval to purchase.
