About this file

This is a Scope of Work document from the Illinois Department of Natural Resources (IDNR) for a small purchase procurement project to develop a Conservation Plan for Camp Ouatoga at Pere Marquette State Park in Jersey County. The project addresses the presence of threatened and endangered timber rattlesnakes on the bluffs overlooking the Mississippi River, which has encroached into portions of the historic Ouatoga Group Campground. The required services include attendance at a virtual kickoff meeting, on-site assessment by a specialized biologist in coordination with an IDNR heritage biologist, preparation of a comprehensive Conservation Plan documenting potential impacts and mitigation measures, development of alternative actions analysis, submission of a draft implementing agreement, incorporation of one round of Agency comments, and delivery of a final Conservation Plan. The contractor must demonstrate 3-10 years of specialized experience in preparing industry-standard Conservation Plans and provide documentation of completion of at least 5 similar projects. All work must be completed by September 30, 2026. The awarded consultant is Prairie Engineers P.C.

The contract is structured as a small purchase under the Criteria B provision of the Illinois Procurement Code, justified by the urgent need to prevent further deterioration of historic CCC-era structures. The contractor must be registered as a small business and must complete at least 51 percent of the work as the prime contractor. General Commercial Liability insurance of $1,000,000 per occurrence/$2,000,000 annual aggregate is required, along with Auto Liability and Worker's Compensation Insurance. If the project cost exceeds $50,000, performance and labor/material payment bonds in the full contract amount are required. The contract is subject to prevailing wage requirements under the Illinois Prevailing Wage Act for Jersey County, certified payroll submission by the 15th of each month, and a $15 fee for the Minority Contractor Opportunity Initiative. Bids are valid for 90 calendar days. Project contacts include Landscape Architect Erick O. Huck and Site Superintendent Nate Goetten at Pere Marquette State Park.

ILLINOIS DEPARTMENT OF NATURAL RESOURCES

SMALL PURCHASE PROCUREMENT

SCOPE OF WORK & PROJECT REQUIREMENTS

Date: 3/10/2026 File# 4-26-098

LOCATION: Pere Marquette State Park

PROJECT TITLE: Conservation Plan for Camp Ouatoga (4-26-098)

PROJECT NARRATIVE:

The Illinois Department of Natural Resources (Agency) has confirmed the presence of the threatened and endangered (T&E) timber rattlesnake (Crotalus horridus) on the bluffs overlooking the Mississippi River, including the Ouatoga Group Campground at Pere Marquette State Park (Jersey County). The Agency has a high-priority project to repair and improve the historic CCC-era Ouatoga Group camps. While the timber rattlesnake has been spotted at Pere Marquette previously, the species' preferred habitat has encroached further up the bluff and now occupies portions of the campgrounds. During a preliminary assessment for the restoration project, a snake was observed within an unused cabin.

To receive funding for this critical capital improvement, an Incidental Take Authorization (ITA) must be completed, which requires the prior development of a formal Conservation Plan. The Agency seeks specialized expertise to prepare this plan to accommodate the timber rattlesnake and allow the priority project to proceed. Further delays will result in additional seasons of water infiltration and deterioration, risking the total loss of these historic landmark structures. Therefore, immediate expenditure is required for the protection of State property against further damage and loss (Illinois Procurement Code - 30 ILCS 500/20-30, Criteria B).

SCOPE OF WORK:

Specialized consulting is necessary to prepare a Conservation Plan within the area of impact. The consultant will be required to complete an investigation, including on-site observations, and provide the following:

· Kickoff Meeting: Attendance at a virtual kickoff meeting to discuss project scope.

· Field Observation: On-site assessment by a specialized biologist in coordination with an Agency heritage biologist.

· Conservation Plan Preparation (per Illinois Administrative Code):

· Description of the potential impacts and proposed "taking" of the species covered by the ITA.

· Proposed measures the Agency will take to minimize and mitigate impacts.

· Description of alternative actions (including a "no-action" alternative).

· Data indicating that the proposed take will not reduce the likelihood of survival of the species, its biotic community, or its essential habitat within Illinois.

· Preparation of a draft implementing agreement.

· Review Cycle: One round of Agency comments and subsequent contractor responses prior to the finalization of the plan.

· Final Delivery: Preparation and delivery of the Final Conservation Plan.

This plan will be submitted to State Heritage Biologists and utilized by Agency staff to develop the ITA.
