About this file

This is a professional services proposal letter from Prairie Engineers, P.C. to the Illinois Department of Natural Resources for the preparation of a conservation plan related to timber rattlesnake protection at Pere Marquette State Park's Camp Ouatoga near Grafton, Illinois. The scope of services includes attendance at a virtual kickoff meeting, a field visit to the project site with one Prairie scientist and IDNR personnel, and development of a comprehensive Conservation Plan compliant with Illinois Administrative Code. The Conservation Plan must address the anticipated impact of incidental taking of timber rattlesnakes from proposed campground improvements, mitigation measures and funding, alternative actions considered including no-action alternatives, data supporting that the taking will not reduce species survival likelihood, and a draft implementing agreement. The proposal includes one round of IDNR comments with Prairie response prior to finalizing the plan. Deliverables consist of a draft Conservation Plan in Microsoft Word format and a final Conservation Plan in PDF format.

The total lump sum fee for all professional services is $24,300, with billing based on estimated percentage of completion. The proposal validity period is sixty days from the March 10, 2026 date. IDNR is responsible for providing any non-publicly available data or information needed for plan development. The proposal explicitly excludes development and publication of public notice, response to public comments, determination or design of alternative actions or mitigation measures (to be provided by IDNR), permit facilitation or authoring unless specifically requested, and permit signing. This is a small purchase qualified-based selection (QBS) contract with Prairie Engineers, P.C. as the selected contractor.
