About this file

This document is an Addendum to a state and local contract opportunity for the Fort Indiantown Gap Wastewater Treatment Plant SBR 2 and Digester 2 Rehabilitation project. The work includes replacement of existing treatment equipment and application of protective coating systems to concrete surfaces in SBR #2 and Digester #2. The addendum revises the bid form, changes specifications, and adds details related to pipe penetrations, adhesive anchors, sludge piping, and aeration piping. The bid opening date is July 11, 2024. A mandatory pre-bid conference was held on June 20, 2024 and questions were due by July 1, 2024. The project has an estimated range of $2,000,001 to $3,000,000 for the general construction contract, with liquidated damages of $750 per day. The Department of General Services has identified this procurement as eligible for setting Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals, though the specific goal percentages have not yet been determined.

BIDDERS QUESTIONS

1. Question: “No Contract Bond was included in the specifications, does one need to be submitted along with the other bid items?”

Response: Contract bond (Performance and Payment Bonds) is only required from the awarded contractor. No Bid Bond is required.

2. Question: “What is the contract number for General Construction?”

Response: There is no contract number for the General Construction.

3. Question: “Quantities of grit and liquids will be unknown after the tanks are drained. Please consider having bidders provide a unit price allowance for these items.”

Response: Pay Item 8 added to Bid Form and Section 01 20 00 in this Addendum.

4. Question: “Please provide a copy of the mix design for the original precast panels be provided with product data for additives.”

Response: Precast concrete panel manufacturer (Dutchland) stated that the mix design did NOT include any waterproofing admixtures.

Tank floors are Cast-In-Place concrete. There were no waterproofing admixtures required in the original specification for the project. A copy of the approved mix submittal is not available to determine the actual mix design including any admixtures used for the tank floors.

5. Question: “It was noted today that construction on site could not begin until the equipment is available. Is there an anticipated lead time for shop drawings, approval and delivery of the basis of design equipment?”

Response:

As of July 2024 Estimated Schedule (subject to change):

Submittals - 6 - 8 weeks from receipt of order Submittal Review / Approval - 4 - 8 weeks Shipment of Equipment - 30 - 36 weeks from receipt of approved submittals and release for manufacturing

The construction schedule and start of construction will be reviewed after Contract Award and during the Initial Job Conference. The Contractor shall minimize the amount of time the tanks are off-line and out of service. Work on site including demolition and tank coating preparation and application may begin before and in coordination with the anticipated equipment delivery date in order to have the tanks prepared for equipment installation when it arrives on site.

6. Question: “Will there be any water-tightness tests required?”

Response: No water-tightness tests will be required.

7. Question: “Will there be any inspections required by the original precast manufacturer to maintain any existing warranties for the tanks?”

Response: No inspections required by original precast manufacturer. No existing warranty.

8. Question: “We have had issues on two previous projects with a similar tank coating system due to moisture permeating behind the coating and causing it to fail. Please consider requiring the following.

1) sealing the walkways to prevent moisture wicking down through the concrete

2) provide a caulked reglet in lieu of a raw edge at the termination of the coating

3) provide some sort of additional sealant were new equipment anchors penetrate the coating”

Response:

1) Walkways will NOT be coated or sealed.

2) Terminate edge of coating in accordance with the coating system manufacturer’s requirements and installation instructions AND in coordination with and concurrence from DMVA and the original pre-cast concrete panel manufacturer (Dutchland). Coating system shall be terminated into a minimum ¼” x ¼” saw cut. This or another approved termination method includes around fixed brackets and other stationary components that cannot be removed for application. After the coating system is dry/cured the termination shall be finished with a bead of chemical resistant polysifide sealant.

3) Provide a bead of chemical resistant polysulfide sealant around all anchor penetrations in the coating system.

9. Question: “In Section 2.2 Materials; A; 1,g.;2,j.; 3,i., the specification states “Sherwin

Williams Industrial Wastewater Coating Products, or equal as approved by the Professional”.

The document does not reference any specific high-performance coating for waste treatment tanks. Please consider and submit the following Sherwin-Williams Co. Industrial Wastewater Coatings to be approved by the Professional for DMVA Project #42210054:

Section 090 96 00 High-Performance Coatings for Wastewater Treatment Tanks
