About this file
This is a Vendor Question and Answers document that clarifies key requirements and facility conditions for Solicitation #4196926Q0000007, a U.S. Coast Guard RFQ for installing a new Heating, Ventilation, and Air Conditioning (HVAC) system in a workshop facility. The document addresses contractor requirements, facility constraints, and government preferences through a series of question-and-answer exchanges. Contractors are required to submit contract-specific Quality Assurance/Quality Control (QA/QC) plans and Safety Plans. A single superintendent may fulfill supervision, safety, and QAQC roles. The project qualifies for tax exemption status, with the government providing tax documentation to bidders. The facility is constructed of cylinder block with no available as-built drawings for architectural, mechanical, plumbing, electrical, or structural systems, and the government is uncertain about wall insulation type and roof insulation specifications.
The government seeks an HVAC system that best serves the facility's operational needs, including heating to replace existing unit heaters. No natural gas service is available at the facility, eliminating that as a heating option. The electrical main distribution panel has sufficient capacity if the two existing heater units are removed. Regarding Air Handling Unit (AHU) placement, the government prefers solutions that utilize limited indoor space efficiently, with options including mezzanine installation, ceiling suspension, outdoor package units with ducting, or other configurations. The solicitation is a small business set-aside (NAICS 238210 or 238220, size standard 19.0M) evaluated on price, technical acceptability, and past performance, with a Firm-Fixed Price contract award method using lowest price technically acceptable evaluation and a 30 or 60-day ARO (After Receipt of Order) delivery requirement.
