About this file
This is a Questions and Answers document for the Humboldt Bay Painting federal contract opportunity. The document addresses fourteen key inquiries from prospective contractors regarding project scope, documentation, and procedural details.
The procurement is being conducted as a negotiated action under FAR parts 13 and 36, with proposals requested rather than sealed bids. Contractors must assume all existing paint surfaces contain lead-based paint and perform encapsulation per the Statement of Work. The project involves painting two buildings (Building 1 and Building 8) with an estimated budget range of $25,000–$100,000, which is not intended to establish minimum or maximum constraints on submitted offers. Specific scope details include painting designated areas only: for Building 1, the main deck, second floor, basement, and third floor (with ceilings required only on the second deck berthing, stair landings, locker room, and all third deck areas); for Building 8, the OIC office and XPO office. Contractors must remove wall objects, while the government unit will move unattached furniture. Additional scope includes replacing one door slab (34" x 80" x 1.5") and window trim (2.5" wide). Ceiling heights vary: Building 1 ranges from 7' to 8' with third floor varying between 4–8'; Building 8 is uniformly 8'. Drop ceilings and tiles do not require painting. The government will discuss with the awarded contractor after contract award to determine painting schedules and ensure work area availability. Survey reports are available for Building 1 but not Building 8; photographs, blueprints, and floor plans are not currently available, and no soil testing or environmental assessments have been conducted.
