About this file

This is a Bid Questions and Answers document for solicitation 40DHHS-S3649, issued by the State of Nevada Purchasing Division on behalf of the Department of Human Services, Division of Child and Family Services (DCFS). The document addresses fourteen questions submitted by prospective vendors regarding transportation services for children ages 3-11 enrolled in Early Childhood Mental Health Services and Latency Day Treatment programs across three Clark County locations. The services will operate approximately 208 days annually on Monday through Thursday, with transportation time capped at one hour for children under six and 2.5 hours for children ages 7-11. A minimum of six drivers per day is required to support two Early Childhood sites serving up to six children per session and one Latency Day Treatment site serving up to 12 children. The proposal submission deadline is May 14, 2026, at 2:00 p.m. Pacific Time, with client references due by May 13, 2026. Optional site visits are scheduled for May 11 at 3:30 p.m. in Henderson and May 12 at 3:30 p.m. in North Las Vegas. The contract is anticipated to commence November 1, 2026, and continue through October 31, 2030, with award notification expected on or about June 5, 2026.

Vendors must submit pricing as fixed daily rates inclusive of all costs on a per-trip basis, with current contractor rates ranging from $545 to $649.10 per bus for reference only. The state explicitly stated that per-mile pricing structures are not acceptable and that the available budget will not be disclosed to encourage competitive bidding. The incumbent vendor is American Transportation Services, with prior vendors including Omni Limousine and Jacob Transportation. The state does not currently possess historical ridership data, trip volumes, or service level information and declined to provide specific budget estimates. All vehicles must meet Nevada safety standards, include functioning seat belts, age-appropriate car seats, and functional air conditioning, with drivers required to maintain Nevada Transportation Authority certification and undergo background checks, DMV reviews, and regular drug testing. The evaluation methodology weights technical factors at 200 points and cost at only 5 points, prioritizing demonstrated ability to serve all three locations, meet vendor and vehicle requirements, provide flexible partnership commitment, minimize service disruptions, offer consistent driver assignments, and demonstrate understanding of youth- and family-focused approaches.

1 RFP@HOPSKIPDRIVE.COM Alternative transportation solutions

Would the Department be interested in bids for cost-effective alternative transportation solutions using sedans and SUVs as a supplement when smaller vehicles (e.g. special education, IEP, McKinney Vento, and/or other small group and individual rides) can most efficiently meet transportation needs on an as-needed basis?

If so, will the Department adjust vehicle and/or personnel requirements if vendors meet and exceed all pertinent criteria and all equivalent applicable standards, especially when the RFP requirements are explicitly non-applicable to non-commercial vehicles and personnel? For example, sedan-based noncommercial transportation generally does not require first aid kits for 10 or fire extinguishers.

Early Childhood Day Treatment: Each session can include up to 6 children, and each child must be in a car seat with a five‑point harness. When a class is at maximum capacity, multiple vehicles would need to be required, which would leave us without enough staff to accompany each vehicle. If HopSkipDrive is used, it would need to be a supplemental service rather than the primary transportation provider. They would pick up children who cannot be accommodated on the main route due to distance or time constraints. A DCFS staff member would not be able to assist with this transportation. Latency Age

Day Treatment: Alternative transportation solutions should only be utilized as an emergency back-up to transport a single youth and DCFS staff. Daily needs include multiple youth transported simultaneously along with a DCFS staff member. Smaller vehicles would not meet youth's needs or requirement to have

DCFS staff accompany all youth being transported. Vehicles to provide service must contain first aid kits and fire extinguishers.

2 RFP@HOPSKIPDRIVE.COM Pricing structure

In order to offer the most price-competitive and cost-effective solution, our pricing is not based on a traditional per-day or per-hour bus route model. Instead, pricing consists of a base fee plus a per-mile fee.

May proposals reflect this pricing structure so that costs are evaluated appropriately?

No. Vendors must submit rates in the same fashion to ensure cost comparisons are clear to the evaluation committee. Per mile fees are less desirable as costs are more difficult to predict and may exceed budget authority.

13 TKIRKPATRICK Pricing Structure Clarification

Can the State confirm whether pricing should be proposed as a daily vehicle rate inclusive of all costs, and whether any additional pricing components (e.g., standby time, additional routes, or service changes) should be included?
