Questions and Answers As of 1/4/2017
Q1. I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
A1. This is a new requirement.
Q2. How many documents per month are estimated for the printers?
A2. No monthly estimate of usage is available/provided. Refer to page 21 of the solicitation, USDA Rural Development Office Locations, POC, Average Usage, which is the primary printing source.
Q3. Does the equipment proposed need to be TAA (Trade Agreement Act) Compliant?
A3. Yes
Q4. In regards to the requirement of Duplex Scanning with “Single Pass” - To increase the number of eligible bidders and get better pricing, would the customer be willing to change this to just Duplex Scanning, and remove the “Single Pass”? Most machines will Duplex Scan, but some require two passes. The machine will scan the entire document without the customer having to insert the paper twice.
A4. The requirement is Duplex Scanning with single pass.
Q5. Is this a GSA schedule lease?
A5. No
Q6. Please confirm that the USDA will accept proposals of reconditioned/remanufactured equipment. Other than (FAR52.211-5) “restored to original normal operating condition by readjustments and material replacement”, does the USDA have any stipulations in regards to age or other factors when considering reconditioned machines?
A6. As stated on Page 5, “Contractor shall provide MFPs that are new or remanufactured as well as currently manufactured, and actively marketed.” For clarification, all proposed MFPs should be currently manufactured and actively marketed.
Solicitation #40-5164-17-S0001
Q7. Is there a minimum limit, or range, as to how many copies have been performed with the reconditioned machine being proposed? For example, may we propose machines that have over 100,000 copies on them?
A7. Remanufactured MFPs should have no more than 30,000 copies on them.
Q8. What location or locations will have the B&W copiers?
A8. The B&W MFPs are expected to be located in the Bourbonnais and Quincy offices. It is also possible that B&W MFPs may replace Color MFPs in other areas.
