This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-91 effective September 30, 2016.

SECTION 1

SERVICES AND PRICES

Rural Development projects the need to replace fifteen multi-function printers (MFPs) currently located in their Illinois offices (see Attachment 1 for locations).

1. Required Services: This solicitation is for a 48 month lease for 15 MFPs, including installation and removal, full service maintenance, all consumable supplies (excluding paper), key operator training, and network functionality for Rural Development offices throughout Illinois.

2. Period of Performance: Estimated start date March 1, 2017 through February 28, 2021.

Please note: MFPs offered in support of this requirement will require OCIO (Office of the Chief Information Officer) certification per the performance work statement unless the models of MFPs have already received the required OCIO certification and approval. This may affect the estimated start date of the period of performance.

For the purposes of this solicitation, Lease Term is defined as the duration of the lease in months. It is understood by all parties to this contract that this is a leasing arrangement. In that regard, the Government anticipates fulfilling the leasing agreement subject to availability of appropriated funds and continued needs.

The Government reasonably believes that the bona fide need will exist for the entire lease term and corresponding funds in an amount sufficient to make all payment for the lease term will be available to the Government.

Any leasing agreement executed by the Government shall be on the basis that the known requirements exceed the remainder of the fiscal year. Due to funding constraints, however, the Government cannot normally commit to a term longer than one fiscal year at the commencement of the lease. Despite the fact that the term of the lease is 48 months, orders under the lease shall not be deemed to obligate succeeding fiscal year’s funds or to otherwise commit the Government to a renewal.

The first period or initial term of the leasing agreement will be through September 30th of the fiscal year in which the contract is awarded. Subsequent leasing terms will be October 1 through September 30 or the planned expiration date of the lease, whichever is earlier.

3. Price Schedule: See Attachment 2.

This is a firm fixed price commercial acquisition. Please provide price per page increase per year (if any) and the maximum escalation rate per year thereafter.
