About this file
This is a Mold Remediation Protocol document prepared by Ninyo & Moore for the Town of Los Gatos Parks and Public Works Department addressing moisture and microbial intrusion at the Adult Recreation Center building located at 208 E. Main Street, Los Gatos, California. The assessment, completed December 22, 2025, identifies suspect microbial growth (SMG) and water damage across multiple areas of the two-story ARC building, with approximately 53 square feet of affected wallboard requiring remediation. The protocol establishes comprehensive procedures for mold remediation including personnel training, personal protective equipment requirements, containment procedures using negative-pressure enclosures, contaminated materials removal, and post-remediation clearance testing. The impacted areas are primarily located at the base of walls beneath windows on both the first and second floors, with the largest affected area being the second floor Office 211 (12 SF) and the second floor Main Corridor North area (11 SF total). The contractor must coordinate with site contact Daniel Keller (Fleet & Facilities Operations Manager) regarding working hours and schedule to minimize disruption to facility operations.
The remediation protocol specifies that all work must comply with current industry standards and guidelines from the New York City Department of Health, the U.S. Environmental Protection Agency, and the Institute of Inspection Cleaning and Restoration Certification. Prior hazardous building materials surveys conducted in July 2022 confirmed no asbestos in materials to be remediated, though lead-containing paint was identified in the Police Department Headquarters portion of the project (tan paint in Investigation Room P212 containing 1,900 ppm lead). All remediation personnel must be trained, wear full-faced HEPA or P100 respirators, and utilize Tyvek protective suits. Post-remediation clearance testing will be conducted by a Certified Industrial Hygienist comparing indoor and outdoor fungal spore concentrations to verify effective decontamination. The protocol requires confirmation that water intrusion sources have been resolved prior to remediation work, with the original moisture source believed to be related to condensation or deteriorated window seals. Ninyo & Moore will provide remediation monitoring and clearance testing services under the supervision of Ian Dirk or Stephen Waide.

3 INITIAL ASSESSMENT AND MOISTURE TESTING
Ninyo & Moore’s Senior Environmental Scientist, Mr. Ian Dirk, performed an initial moisture- and microbial-intrusion assessment within the affected areas of the Adult Recreation Center (ARC) building on October 20, 2025. Moisture measurements were collected from target areas in drywall and ceiling tiles within the affected spaces. Moisture was evaluated using a General MMD4E
Moisture Meter, an instrument that operates by measuring the electrical conductivity between two pins that are inserted into the sample substrate. Materials containing elevated moisture exhibit increased conductivity compared to a dry sample of the same material. The meter provides a digital readout in real-time, reported in terms of percent moisture content on a scale set specifically for these materials. All measurements collected on the walls and ceiling tiles of the affected areas indicated a dry condition when tested on the date of our inspection. Moisture levels were also analyzed by using a FLIR Infrared camera that detects moisture by identifying surface temperature variation on building materials, indicating the presence of elevated moisture levels where temperatures are found to be cooler. These measurements also indicated dry conditions.
Adult Recreation Center Building and Police Department Headquarters, Los Gatos, California | 404077003 | December 22, 2025 2
Mr. Dirk inspected all areas of the building, with a focus around window areas where building staff had reported past water intrusions. All building materials were confirmed to be dry at the time of our inspection. However suspect microbial growth (SMG) was found at the base several walls throughout the building and visible water damage was also observed in limited areas. For a list of impacted areas please see Table 1 below.
4 AREAS TO BE REMEDIATED
The areas affected by water damage and possible fungal growth are mostly limited to wall materials directly underneath windows and between vinyl cove base and sheetrock walls, but spread out in various areas on the first and second floors. The water source is believed to be related either to condensation from the windows directly above the affected areas or to damaged or deteriorated window seals of these windows. At the time of our assessment, the water source had not been positively identified.
During the initial moisture- and microbial-intrusion assessment on October 20 and 21, 2025, Ninyo & Moore Senior Environmental Scientist Mr. Ian Dirk observed suspect microbial growth
(SMG) beneath windows, at the base of gypsum board walls as described above, in several locations throughout the ARC building, but only found limited areas of water damage with no signs of moisture or SMG in the Police Department Headquarters in the first floor of the Civic Center
Building. Further intrusive investigation of the impacted wall materials is necessary to determine if microbial contamination may be present in these interstitial spaces. For a detailed description of each impacted area of the building please refer to Table 1. The locations of moisture- and microbial-impacted building materials can be found on Figures 3 and 4. Representative photographs of impacted areas can be found in Appendix B. Not all suspect microbial growth is considered potentially toxigenic and this study does not distinguish the type of microbial growth but recommends remediation of all suspect microbial growth regardless of type.
5 VISIBLE QUANTITIES OF CONTAMINATION
The estimated total of affected wallboard is anticipated to be approximately 53 SF. Removal of any identified fungal contamination greater than 10 square feet in any individual area should be conducted with the use of engineering controls which may include work from within a negative-pressure enclosure (NPE). Where interior wall cavities are exposed during cleaning or removal of wallboard, framing members should be cleaned until no visible fungal growth is identified by visual inspection and/or by wiping a finger across the surfaces. Where removal of sheetrock is
Adult Recreation Center Building and Police Department Headquarters, Los Gatos, California | 404077003 | December 22, 2025 3 necessary, it should be conducted in a manner that will allow for easy sheetrock reconstruction.
Straight lines should be used as much as practical and all surfaces thoroughly cleaned.
An initial walkthrough is recommended by Ninyo & Moore with the water-restoration contactor to determine the appropriate remediation techniques for each affected area. Some further intrusive investigation may be necessary during this meeting to determine which areas will need removal of wallboard and which areas will require only surface cleaning.
6 WORKING HOURS AND SCHEDULE
The contractor should send the proposed working hours and schedule to Mr. Daniel Keller. His contact number is noted in Section 2. Scheduling should be coordinated for approval to ensure the microbial remediation work is accomplished with minimal disruption to the everyday activities of the facility.
7 PRESENCE OF ASBESTOS AND LEAD
Federal law requires that the building materials be sampled for the presence of asbestos prior to renovation and/or demolition, regardless of the age of construction. Additionally, Cal-OSHA regulates any disturbance of paint containing any detectable concentration of lead, so the predominant paint coatings were sampled and analyzed for lead content. A limited hazardous building material survey was previously conducted at the ARC building in July of 2022. The sampling activities were performed by Mr. William Larkin, a State of California Division of
Occupational Safety and Health (DOSH)-Certified Asbestos Consultant (No. 99-2688) and a State of California Department of Public Health (DPH) Lead-related (CDPH)-certified Lead
Inspector/Assessor and Project Monitor (Nos. 1284/1285).
For this survey, Ninyo & Moore had collected samples of most of the interior building materials, which includes the moisture- and microbial-impacted building materials such as wallboard and joint compound, wall texture, cove base and adhesive, ceiling tiles and carpet mastic, for asbestos analysis. Asbestos was not detected in any of the samples collected from the materials that would be impacted by the remediation scope detailed in this report. Ninyo & Moore also sampled the white paint on gypsum board walls and ceilings, which is the predominant paint found throughout the building. Lead was not detected in the paint sample.
There was no known previous hazardous building materials survey for the Police Department
Headquarters within the first floor of the Civic Center building. Since no SMG was observed in
Adult Recreation Center Building and Police Department Headquarters, Los Gatos, California | 404077003 | December 22, 2025 4 that space and only a few localized areas of peeling paint were observed, Ninyo & Moore limited the sampling within that space to just the paint coatings that were in poor condition and would require repainting. We collected two (2) paint chip samples for lead analysis and only one (1) of those paints was found to contain lead in a detectable concentration. The tan paint on concrete walls within the P212 Investigation Room was found to be lead-containing paint. The locations from which lead paint chip samples were collected are shown on Figure 3. Professional certifications are presented in Appendix A. Copies of the laboratory analytical reports and chain-of-custody records for suspect lead-containing materials (LCM) are presented in Appendix
C. A copy of the Limited Hazardous Building Materials Survey, Adult Recreation Center Building
(Ninyo & Moore, July 6, 2022) is presented in Appendix D.
8 PROCEDURES FOR MOLD REMEDIATION
8.1 Communication
The contractor shall consult with the site contact prior to the commencement of remediation activities to identify the areas to be remediated and provide the proposed work schedule and time line. Ninyo & Moore is planning to provide clearance testing. The reconstruction contractor (or
Owner) should be informed of the areas to be remediated and should participate in the pre-construction meetings in order to offer any suggestions or recommendations that will make the reconstruction of the space more efficient.
8.2 Personnel Training and Protection
All fungal remediation personnel shall be trained in the handling of fungal contaminated materials, including possible health effects, and methods of controlling and protecting against exposure. All personnel shall use air-purifying respirators and should be familiar with their company’s written
Respiratory Protection Program. They should also be medically qualified to wear a respirator, trained on its limitations and use, and properly fit tested within the past year.
8.3 Personal Protective Equipment (PPE)
Full-faced negative pressure respirators with High-Efficiency Particulate Air (HEPA), or P100, cartridges that remove 99.97% of airborne particles 0.3 micrometers (µm) in diameter are required to be used during remediation activities. If appropriate, a similarly equipped half-mask respirator worn in combination with goggles or safety glasses may be substituted. Fungal spores should not be allowed to come in contact with mucous membranes (i.e. eyes, nose, mouth, etc.). The workers should wear a disposable Tyvek style suit that covers the body, head, and shoes. Appropriate
Adult Recreation Center Building and Police Department Headquarters, Los Gatos, California | 404077003 | December 22, 2025 5 gloves (nitrile, neoprene, rubber, or leather) should be used for the type of materials to be handled during the remediation.
8.4 Personal Hygiene
Prior to exiting the containment enclosure or other work area, disposable coveralls should be removed and left inside the enclosure/work area for disposal. Hands should be washed upon exiting the enclosure and prior to eating, drinking, smoking, or applying cosmetics. Respirators should be cleaned by removing the cartridges and cleaning all surfaces with a disposable, disinfectant wipe.
8.5 Containment of Impacted Area
The contractor should isolate the work areas from occupied spaces using plastic (6-millimeter poly) sheeting sealed with duct tape (i.e., fixtures, ventilation ducts/grills, and other openings).
Negative air machines with a HEPA filter may be used to maintain negative pressurization where areas are assumed to have 10 square feet of impacted surface area. Negative air machines used previously for asbestos abatement work should not be used for microbial remediation unless all filters have been removed; the unit thoroughly cleaned, and new filters installed in the unit. The negative air machines should be ducted outdoors where possible. Ideally, this will prevent the spread of contamination indoors if the air machine malfunctions. All remediated materials must be placed in poly bags or wrapped in plastic and sealed prior to removal from the containment enclosure. At the completion of remediation activities the pre-filter for the negative air machine shall be replaced, and the exhaust tube should be disconnected from the unit, and the unit should be allowed to run inside of the sealed containment (in “scrub mode”), exhausting within the containment, for a period of at least 24 hours before clearance air sampling is conducted, in order to scrub the air of any potential airborne spores that may result from remediation activities.
8.6 Exposure Control to Adjacent Areas
Ninyo & Moore recommends the exclusion of individuals with compromised immune systems, infants, children, recent surgery patients, people with chronic inflammatory lung diseases, and individuals with respiratory health concerns from the immediate vicinity of the microbial remediation area.
Adult Recreation Center Building and Police Department Headquarters, Los Gatos, California | 404077003 | December 22, 2025 6
8.7 Encapsulants
Encapsulants are not to be used during or after fungal remediation. The goal of the remediation process is to remove the contamination, not kill it in place or cover it up.
8.8 Contaminated Materials Removal
Contaminated materials remediated in the NPE or work area that cannot be cleaned should be removed from the building in sealed plastic bags or 55-gallon drums. Prior to removing materials from the NPE/work area, the outside of the bags should be either wiped with a cloth dampened with amended water (detergent solution) or vacuumed with a HEPA-filtered vacuum. There are currently no regulatory requirements that apply to the disposal of fungal contaminated materials.
8.9 Proper Procedures for Cleaning the Contaminated Area
The NPE and decontamination areas (if constructed) should be vacuumed with a HEPA-filtered vacuum and cleaned with a cloth and/or mop dampened with a mild detergent solution (amended water). The containment and decontamination areas must be thoroughly cleaned (no visible fungal contamination, dust or debris) prior to the removal of any isolation barriers. Visible fungal growth or debris identified inside the containment during the visual clearance inspection will result in a visual failure of the containment area and re-cleaning of the area at the contractor’s expense.
9 POST REMEDIATION VISUAL INSPECTION AND CLEARANCE
TESTING
Prior to the removal of containment barriers from the work area and prior to reconstruction activities, Ninyo & Moore will perform a post remediation visual inspection and microbial clearance testing. Microbial testing shall consist of air sampling. The post remediation visual inspection and clearance testing shall be accomplished by, or under direct supervision of, a Certified Industrial
Hygienist (CIH) who has experience conducting fungal remediation assessments. Clearance air testing can be conducted once the area is visually cleared (no fungal growth, dust, or debris). The
HEPA-filtered negative air machines should be running in “scrub mode” in the enclosed area(s) throughout the post remediation process. Secure all entry and exit points to prevent unauthorized entry. Fungal spore concentrations identified during the post remediation clearance air monitoring are considered to be acceptable when the indoor air samples indicate that concentrations of total fungal spore counts are less than or similar to the outdoor total fungal spore counts and the genera of spores detected are similar to those found in the outdoor samples. The outdoor samples used for comparison will be collected at the time of clearance sampling.
Adult Recreation Center Building and Police Department Headquarters, Los Gatos, California | 404077003 | December 22, 2025 7
10 RECONSTRUCTION
Reconstruction may begin as soon as the containment or work area passes the clearance requirements and all surfaces are sufficiently dry. The contractor may choose to leave the cleaned containment intact during reconstruction activities to help minimize construction dust and post-construction clean up. HEPA filtration is not required during the reconstruction phase.
11 REMEDIATION RECOMMENDATIONS
Recommendations are made below which incorporate current industry standards in mold abatement. These recommendations are based on guidelines promulgated by several publications which include:
• “Guidelines on Assessment and Remediation of Fungi in Indoor Environments” by the New York City Department of Health & Mental Hygiene and the Bureau of Environmental & Occupational Disease Epidemiology (May 1993)
• “Mold Remediation in Schools and Commercial Buildings” by the United States Environmental Protection Agency (March 2001)
• “Standard and Reference Guide for Professional Mold Remediation” by the Institute of Inspection Cleaning and Restoration Certification (December 2003)
Based upon the results of this assessment, it is recommended that a licensed abatement contractor familiar with mold remediation be retained to clean, remove and/or repair damaged wallboard and other building materials. Recommendations are listed below which are designed to appropriately mitigate the water damaged materials and the original water source, while controlling the spread of airborne mold spores to other interior areas. Items are listed in bullet format for ease of discussion between contractors performing the work, oversight professionals and other interested parties.
a) Confirm that the source of water intrusion has been resolved. Confirm that the necessary repairs to the building have been completed and that any known building envelope leak areas have been repaired. In addition, determine the cause of condensation or leaking of affected windows.
b) Isolate the affected area from the remainder of the structure prior to performing further remediation work. Isolation means that the work area is sealed from all occupied areas of the structure by blocking off all critical barriers (openings, fixtures, heating, ventilation, and air conditioning (HVAC) system components etc.) so that spores and other particulates cannot be carried into areas external to the work area. This may be accomplished with simple critical barriers or the use of an NPE. Barriers should be constructed with 6 mil polyethylene sheeting and a negative air pressure differential (if used) may be established inside the enclosed work area relative to interior areas outside the NPE before remedial operations begin. An air
Adult Recreation Center Building and Police Department Headquarters, Los Gatos, California | 404077003 | December 22, 2025 8 filtration device with High Efficiency Particulate Air (HEPA) filters as part of the exhaust ventilation system will be used to maintain the air pressure differential.
c) Remove all drywall from the affected area (where necessary) and perform visual inspection of the interior of any interstitial spaces that have been exposed. This inspection should be performed by an independent Industrial Hygienist. Visible mold, moisture, or building materials that remain wet within these walls should be appropriately remedied through dehumidification and/or remedial solutions designed by the Industrial Hygienist. Tape samples may be utilized during this assessment to evaluate whether mold growth may be left on surfaces which will not be removed. Wood or other materials which readily harbor moisture and support mold growth should be assessed and remedial action taken as indicated by the professional judgment of the Industrial Hygienist.
d) Microbial air sampling and visual inspection should be conducted after demolition, disinfection, drying and HEPA vacuuming and air filtration is completed, before reconstruction, to assure that effective decontamination has been achieved. The goal of the remediation is to remove all microbial growth. Since there are no regulated exposure threshold levels for molds, interpretation of air sampling results is based on comparison of indoor and outdoor spore contents. If the indoor concentration is significantly higher than that outdoors, or if different species are present indoors and out, then re-cleaning and re-sampling is typically indicated. These observations are guidelines only and variation is an inherent part of airborne spore sampling.
e) Air sampling should be conducted indoors, in the immediate area of the work area or NPE.
This is necessary to evaluate whether the conditions as identified, may have caused an elevated airborne mold spore condition within the structure. If elevated spore counts are observed, a professional cleaning of the immediate area should be considered.

1 INTRODUCTION
Ninyo & Moore was retained by the Town of Los Gatos’ Parks & Public Works Department
(PPWD) to conduct a limited hazardous building materials survey (HBMS) at the Adult Recreation
Center (ARC) building located at 208 East Main Street in Los Gatos, California (Figures 1 and 2).
Our services included the performance of suspect asbestos-containing materials (ACMs) and suspect lead-containing materials (LCMs) surveys, and a review and quantification of miscellaneous hazardous building materials (potential mercury-containing thermostats/switches, PCB-containing items [transformers, light ballasts, etc.], fluorescent light tubes, exit signs, air conditioning units, and FreonTM-containing refrigeration systems) within the ARC building. For the purposes of this assessment, LCM refers to both lead-based paint (LBP), as defined by the
California Department of Public Health (CDPH) and U.S. Department of Housing and Urban
Development (HUD) and other potential LCMs (including ceramic tile).
The survey sampling activities were performed in accordance with established guidelines for the assessment of ACM and LCM, and are based upon conditions at the ARC building at the time of the surveying/assessment activities. Our objective and scope of work for the sampling activities are presented below.
1.1 Involved Parties
The sampling activities were performed on June 15, 2022, by Mr. William Larkin. Mr. Larkin is a
State of California Division of Occupational Safety and Health (DOSH)-Certified Asbestos
Consultant (CAC/No. 99-2688) and a State of California Department of Public Health (CDPH)
Lead Inspector/Assessor and Project Monitor (Nos. 1284/1285). Mr. William Larkin also provided principal level oversight and quality review. Professional certifications are presented in
Appendix A.
1.2 User Reliance
This report may be relied upon and is intended exclusively for use by the PPWD. Any use or re-use of the findings, conclusions, and/or recommendations of this report by parties other than the
PPWD is undertaken at said parties’ sole risk.
2 OBJECTIVE AND SCOPE OF SERVICES
The purpose of this study is to provide information regarding current conditions within the ARC to assist the PPWD in implementing proposed building renovation activities. Ninyo & Moore personnel performed the following services including:
Ninyo & Moore | ARC Building, 208 East Main Street, Los Gatos, California | 404077002 | July 6, 2022 2
• Visual reconnaissance of the ARC building to document homogeneous areas of hazardous building materials within the planned areas of renovation and locate suspect ACM and LCMs.
• Collection of 19 bulk samples of suspect ACMs and submittal of these samples to a certified, independent laboratory for analysis of asbestos content.
• Collection of two suspect LCM samples and submittal of these samples to a certified, independent laboratory for analysis of lead content.
• Visual assessment and quantification of potential mercury-containing thermostats/switches, PCB-containing items, fluorescent light tubes, exit signs, smoke detectors, air conditioning units, and FreonTM-containing refrigeration systems.
• Preparation of this HBMS report, which presents our data and summarizes the assessed building materials. The report includes a site description, laboratory testing information, findings, conclusions, and recommendations, sample/site location maps, tables summarizing the building materials assessed, and the estimated quantities of identified materials.
3 SITE DESCRIPTION
The ARC building is a two-story building. The general planned areas of renovation include replacement of heating/ventilation/air conditioning (HVAC) units throughout the building and various areas of flooring. The main areas of building finishes to be affected by these planned renovations include wallboard/joint compound assemblies, acoustic ceiling tiles (ACTs) and vinyl floor tiles (VFT) and mastic, and mastic and sealants related to the window in the first floor kitchenette. No exterior building materials were expected to be affected by the planned renovations.
4 PHYSICAL LIMITATIONS
No physical limitations were encountered during the site visit. Underground utilities, such as suspect cementitious water lines or suspect insulated/coated gas or electrical lines were not assessed during these survey activities. As-built diagrams of the ARC building were not provided for review.
5 SAMPLE COLLECTION AND ANALYSES
On June 15, 2022, the ARC building was assessed for the presence of ACMs, LCMs and miscellaneous hazardous building materials. The ACM and LCM surveys followed United States
Environmental Protection Agency (EPA) guidelines, or industry standards, within the limitations of the scope of this assessment. Survey activities are discussed below. It was reported by the
Client that no previous suspect hazardous building materials surveys have been implemented at the ARC building.
Ninyo & Moore | ARC Building, 208 East Main Street, Los Gatos, California | 404077002 | July 6, 2022 3
5.1 Asbestos Survey
A preliminary visual assessment and bulk sampling survey of suspect ACMs were performed by a CAC. Representative samples of suspect ACMs were collected after identification of homogeneous sampling areas (areas in which the materials are consistent in color, texture, construction or application date, and general appearance). Each homogeneous area was observed for material type, location, condition, and friability. Representative samples were collected from each area (except from areas that were inaccessible). Samples were collected using EPA-recommended sampling procedures.
A total of 19 bulk suspect asbestos samples were collected and analyzed. Building materials that were sampled and analyzed for the presence of asbestos are presented in Table 1.
After collection, the suspect ACM samples were transferred to EMSL Analytical, Inc., (EMSL) of
San Leandro, California for analysis. EMSL is a laboratory accredited in the National Voluntary
Laboratory Accreditation Program (NVLAP) for bulk asbestos fiber analysis. The samples were analyzed for the presence and quantification of asbestos fibers, using polarized light microscopy with dispersion staining (PLM/ds), in general accordance with EPA Method 600/R-93/116. The lower limit of reliable detection for asbestos using the PLM method is approximately 1 percent by volume. Currently, the EPA and the State of California stipulate that materials containing more than 1% asbestos constitute an ACM and the State of California stipulates that a material containing greater than 0.1% asbestos constitutes an asbestos-containing construction material
(ACCM). Building materials that were sampled and analyzed for the presence of asbestos are presented in the attached Table 1, and the locations from which bulk asbestos samples were collected are shown on Figures 3 and 4. Materials in which no asbestos was detected are defined in Table 1 as “ND” (for “None Detected”) in the “Asbestos Content” column. Copies of the laboratory analytical reports and chain-of-custody records for suspect ACMs are presented in Appendix B. ACMs reported in the Ninyo & Moore survey are listed in Section 6.1 below.
5.2 Lead-Containing Materials Survey
After collection, the suspect LCM samples were also transferred to EMSL for analysis of total lead content by Flame Atomic Absorption Spectroscopy (Flame AAS/SW 846 3050B/7000B).
EMSL is an American Industrial Hygiene Association-accredited Environmental Lead Laboratory
(AIHA ELLA). Currently, the EPA stipulates what concentrations of lead in non-volatile components of surface coatings or materials indicate whether a material is considered to be lead-containing. The EPA stipulates that paint containing an amount equal to or in excess of
1 milligram per square centimeter (1.0 mg/cm2), or more than half of one percent (0.5%) by
Ninyo & Moore | ARC Building, 208 East Main Street, Los Gatos, California | 404077002 | July 6, 2022 4 weight (or 5,000 milligrams per kilogram [mg/kg]), constitute a lead-based paint (LBP). Coatings with any detectable amount of reported lead would be considered lead-containing paint (LCP).
Paint that is chipping or peeling, or that may be readily removed from surfaces, and has a lead content equal to or more than 1,000 mg/kg, would require handling as a California Title 22 hazardous waste. The analytical results associated with paint chip samples collected from the building are summarized in Table 2 and copies of the laboratory analytical report and chain-of-custody record are presented in Appendix C. Sample locations are shown on Figures 3 and 4.
5.3 Miscellaneous Hazardous Building Materials Survey
A visual assessment of potential mercury-containing thermostats/switches, PCB-containing items (transformers, light ballasts, etc.), fluorescent light tubes, exit signs, smoke detectors, air conditioning units, and FreonTM-containing refrigeration systems was performed at the ARC building. Materials observed within the ARC building are listed in Table 3.
6 FINDINGS
A limited HBMS was performed at the ARC building to evaluate if potential hazards associated with the building materials, paint or other suspect LCMs, and/or miscellaneous hazardous building materials (potential mercury-containing thermostats, potential PCB-containing items, fluorescent light tubes, exit signs with radioactive sources, and Freon™-containing refrigeration systems) may exist.
Based upon the analytical results of bulk samples collected, and observations made, during this survey, ACMS, LCMs and miscellaneous hazardous building materials are located within the
ARC building.
6.1 Asbestos-Containing Materials
Based upon the analytical results associated with our bulk sampling at the ARC building, the following ACMs were identified:
• Approximately 2,000 square feet of black mastic associated with brown 12-inch vinyl floor tile (VFT) located in the North Hall space of the ARC building (samples ASB-01 and ASB-03), containing up to 4% chrysotile asbestos.
• Approximately 200 square feet of flooring/VFT located under blue faux linoleum in the front area/entrance of the ARC building (sample ASB-19), containing 2% chrysotile asbestos.
Three samples of the brown, 12-inch VFT were collected in the North Hall space. Two were reported with the asbestos-containing black mastic. Based upon these reported analytical results, the majority of the VFT in that room/area is assumed to be underlain by the black mastic. The asbestos-containing flooring/VFT reported under the blue faux linoleum in the front entrance area of the ARC Building is assumed to be relegated to that area.
Ninyo & Moore | ARC Building, 208 East Main Street, Los Gatos, California | 404077002 | July 6, 2022 5
6.2 Lead-Containing Materials
A total of two paint chip samples were collected for analysis of lead content. LBP-01 (white paint on a metal sheet of the wall-mounted HVAC unit in the first floor kitchenette) was reported to contain lead at a concentration of 0.037% by weight (or 370 mg/kg). This paint is LCP. The other paint sample (LBP-02) was reported at less than its associated lead detection limit.
Occupational Health and Safety Administration (OSHA) regulations apply whenever materials with any detectable amounts of lead are disturbed. A copy of the CDPH form 8552 “Lead
Hazard Evaluation Report” for the ARC building is included in Appendix D.
6.3 Miscellaneous Hazardous Building Materials
Observed miscellaneous hazardous building materials included fluorescent light tubes, light ballasts, thermostats, exit signs, heating/ventilation/air-conditioning (HVAC) systems/units and refrigerators. These materials are listed in Table 3.
7 RECOMMENDATIONS
Since ACM, LCMs and miscellaneous hazardous building materials have been reported at the
ARC building, the following recommendations and precautions are provided:
• The identified ACMs within the ARC building should not be disturbed. Any ACMs in damaged condition should be promptly repaired or abated. Prior to renovation or demolition work that would disturb the ACMs, a licensed asbestos abatement removal contractor should remove the ACMs in compliance with the most recent applicable federal, state, and local laws, regulations, standards, and/or codes governing abatement, transport, and disposal of ACMs. The removal work scope and requirements should be included in a work plan/specification developed by a California Certified
Asbestos Consultant (CAC). It is also recommended that all abatement activities should be conducted under the observation of a CAC. While Ninyo & Moore provided an estimate of the quantity of ACMs within the ARC building (Table 1), it is the abatement contractor’s responsibility to assess the actual ACM quantities present.
• The identified LCMs reported…
