About this file
This document is an Emergency Procurement Form from the New Mexico Department of Information Technology (DoIT) for Victim Information and Notification Everyday (VINE) services provided by Appriss Insights, LLC. The VINE system is a critical life-and-safety enterprise service used by multiple state departments to provide notifications to victims and concerned citizens regarding the status of offenders in custody. This emergency procurement is necessary due to a procurement protest filed against a previous sole source procurement attempt, which caused a delay in securing these essential services. The contract will cover VINE services, SMA, and Spanish VINELink statewide, including 24-hour live operator services, multiple language support, 24-hour helpdesk support, data monitoring, notifications via various channels, and web support for victims' services. The emergency procurement is for a period of six months, from July 1, 2024 to December 31, 2024, to ensure continuity of these critical services while the procurement protest is resolved.
The value of the prospective contract is $216,860.82, plus $10,571.97 in estimated gross receipts tax. The Department of Information Technology and the State Purchasing Division will implement guidance from the State Purchasing Division on the procurement of VINE services following the review and determination of the procurement protest, to prevent the need for future emergency procurements under similar circumstances.
