About this file

This document is a 2022 Emergency Determination Form from the New Mexico Department of Information Technology (DoIT) to procure Victim Information and Notification Everyday (VINE) services from Appriss Insights, LLC. The VINE services, which meet the Bureau of Justice Assistance (BJA) Statewide Automated Victim Information and Notification (SAVIN) guidelines, are a critical life-and-safety enterprise service used by various New Mexico state agencies to provide notifications to victims and concerned citizens regarding the status of offenders housed at jails, detention centers, and other facilities throughout the state. The emergency procurement is for a six-month term from July 1, 2024 to December 31, 2024 to ensure the continuity of these critical services while the State Purchasing Division (SPD) reviews a procurement protest filed by another vendor.

The contract amount for the six-month term is $216,860.82, plus an estimated $10,571.97 in gross receipts tax. The DoIT previously published a sole source procurement notice, as required by statute, but was not made aware of the protest and subsequent procurement cancellation until after the notice period had ended. This emergency procurement is intended to mitigate the disruption of these essential victim notification services while the procurement process is resolved.
