This document is an Invitation to Bid (ITB) 261001 for Voter Registration Certificates, which requires vendors to submit pricing for two types of certificates - blank and printed - along with associated postage and mailing costs. The bid specifications call for pricing per 1,000 sheets/certificates and include a postage estimate for mailing 187,000 printed certificates, with a requirement that all certificates must meet postal requirements.

The bid form provides a structured pricing table for vendors to complete, including columns for per 1,000 unit pricing, postage costs, and extended costs for both blank and printed certificates. Vendors are expected to calculate and provide a total bid price that encompasses both certificate types, their production, and mailing expenses. The estimated volume of 187,000 certificates suggests this is likely a large-scale voter registration project for a state or local government election administration department.
