About this file

This is a state certifications document for the Laredo Independent School District (LISD) in Texas related to a procurement for police and security officer uniforms, tactical gear, and specialized equipment. The document outlines mandatory certifications and compliance requirements that all vendors must acknowledge and sign prior to contract award. Vendors are required to certify compliance with seven distinct regulatory provisions: (1) non-boycott of Israel under Texas Government Code 2271.002, applicable to contracts valued at $100,000 or more with companies employing ten or more full-time employees; (2) non-association with foreign terrorist organizations or sanctioned governments under Texas Government Code 2252.152; (3) prohibition on assisting employees or contractors with employment transitions if they engaged in sexual misconduct involving minors or students; (4) non-boycott of energy companies under Texas Government Code Chapter 2274; (5) non-discrimination against firearm entities and firearm trade associations under Senate Bill 19; (6) commitment to affirmative action in soliciting small and minority businesses, women's business enterprises, and labor surplus area firms in accordance with 2 CFR 200.321; and (7) antitrust compliance certification under Texas Government Code 2155.005 and federal antitrust laws.

All vendors must initial each certification individually and provide company information including authorized official name, signature (digital signatures accepted), and date signed on the agreement form. The document further requires certification that vendors are not listed on the System for Award Management (SAM) exclusions list and are not debarred, suspended, or otherwise excluded from federal participation under Executive Orders 12549 and 12689. No specific pricing information, contract duration, or renewal options are outlined in this certifications document, as it serves solely as a compliance and eligibility verification instrument required prior to proposal submission and contract award.
