About this file
This is a Statement of Qualifications (SOQ) request issued by the Granite School District in Utah for architectural and engineering services related to the design and construction of a new K-5 elementary school on the west side of the district. The project involves the design and construction of a new facility to replace an existing school, with capacity for 700 to 900 students (22 to 26 classrooms). The scope of work encompasses three primary tasks: finalizing the preliminary project program with school administration and district staff, providing basic architectural services including programming, schematic design, design development, and construction documents, and delivering bidding/negotiation support and construction administration services. Respondents must submit proposals electronically through Bonfire by 1:00 PM MDT on Friday, April 10, 2026. Selected firms may be invited for formal presentations including facility visits, though presentation is not required for selection. The preliminary project schedule indicates that the Board of Education will approve the architect by May 5, 2026, construction documents must be completed by November 12, 2026, construction bidding will occur from November 16 through December 10, 2026, and the contractor will be approved by January 5, 2027, with construction extending from January 2027 through July 2028.
The project budget is estimated at $35 to $40 million. The architectural and engineering fee will be negotiated based on a percentage of the construction budget using the February 3, 2022 DFCM fee schedule for a complexity level C project, with fee allocation as follows: Programming/Schematic Design (15%), Design Development (15%), Construction Documents (35%), Bidding/Negotiation (5%), and Construction Administration (30%). Construction administration services include three site visits per week for the estimated 80-week construction period, with a cost-per-visit unit price for additional visits beyond 240 visits in basic services. The district will retain a separate commissioning agent for the project. Respondents must demonstrate qualifications across ten specific evaluation criteria worth a total of 300 points, with particular emphasis on the submission of existing elementary school designs (150 points) that meet or exceed 75 percent of the district's program requirements. All submitted materials become the property of the Granite School District and will not be returned.

REQUEST: Statement of Interest and Qualifications
FOR: Granite School District
DEPARTMENT: Architecture, Engineering, & Construction
Services
SOLICITATION #: DB26-02
DESCRIPTION: West Side Elementary School
DETAILS: Project is for the construction of a new elementary school to replace an existing facility on the west side of Granite School
District. The new facility shall provide capacity for 700-900 students.
BACKGROUND INFORMATION
The Granite School District (GSD) Board of Education desires to:
Request the qualifications for architectural and engineering services for the design and construction of a new K-5 Elementary School in the western area of the District. The new school will be built on the site of an existing facility. GSD intends to demolish the existing building under a separate Contract, outside of the scope described in this Request for Statement of Interest and
Qualifications (RSOQ).
GSD will select a Designer of Record (DOR) to provide consistent, sensitive, thought development and technical execution of the project requirements under the direction and review of GSD. GSD has developed a set of Guiding Principles required to be incorporated into the design of the project that will be used to evaluate the DOR’s submission.
GSD is interested in existing, recent designs, with a capacity of 700 to 900 students (22-26 classrooms), to not only judge your firm’s abilities, but also to lessen the time required to develop plans and begin construction. Ideally, GSD hopes to find submittals which contain a facility that meets over 75% of our needs. GSD would like to have Construction Documents prepared and ready for bid within 4-6 months of award to the selected firm.
The DOR will provide technically sound and integrated contemporary mechanical, electrical, structural, and information systems without violating the esthetic integrity or frugality required and will collaborate and be responsive to the guidance of GSD.
The DOR will provide a proposed team of qualified engineers and specialty consultants (sub-consultants) to GSD in their submission. The DOR, in consultation with GSD, will make the final selection of, and will retain, the sub-consultants. GSD reserves the right to reject sub-consultants not meeting requirements of the District.
This RSOQ is part of the solicitation process that GSD will use to select a design firm or firms to undertake the project as described in greater detail below.
WEST SIDE ELEMENTARY SCHOOL
GUIDING PRINCIPLES/PROGRAM

Guiding Principles to provide their expectations for the project to the DOR. In so doing, GSD has also identified several Design Guideline topics that will clearly define for the DOR what the expectations are for achieving the Guiding Principles.
The below outline is not meant to be a comprehensive listing, but a starting point to initiate and assist with the creation of the project program.
