About this file
This is an Invitation to Bid issued by the Forest Preserve District of Kane County, Illinois, for a three-year soil health analysis contract covering the District's farmland. The qualified organization will collect composite soil samples from the field, submit them to a laboratory for testing, and provide comprehensive soil health analysis reports (Haney method) for each farm parcel. The District manages approximately 5,100 acres of row crop, 157 acres of hay ground, and 236 acres of pasture across multiple preserves. Sampling will occur across three years with an estimated 59 composite samples in 2026 (20 parcels, 1,971 acres), 72 samples in 2027 (28 parcels, 1,528 acres), and 65 samples in 2028 (20 parcels, 1,916 acres). Questions must be submitted via Bonfire by April 6, 2026 at 2:00 p.m. CST, with addenda posted by April 8, 2026 at 2:00 p.m. CST. All bids must be submitted online by April 10, 2026 at 2:00 p.m. CST, with bid opening occurring the same day at 3:00 p.m. CST in the District Boardroom. Project award is scheduled for May 12, 2026, with a final completion date of December 31, 2028.
Bidders must submit a bid form (including contact information, affidavit of corporation, certification, and proposal), references, subcontractor information, and a substance abuse prevention form. At time of award, the selected contractor must provide a certificate of insurance with endorsements naming the Forest Preserve District of Kane County as an additional insured. The District will provide mapping and shapefiles showing preserve boundaries, farm parcel locations, composite zones, farm IDs, and parcel IDs. Soil health analysis reports must include organic matter percentage, soil pH, microbial respiration, microbial active carbon, organic carbon-to-nitrogen ratio, bacteria-to-fungi ratio, aggregate stability, soluble salts, soil health score, cation exchange capacity, nutrient panels, base saturation percentages, and nutrient concentrations, along with optimal ranges, nutrient recommendations, and management recommendations. The contract is intended to establish a baseline matrix of soil health to support the District's 2024 Agricultural Land Use Policy and provide tenant farmers with data to guide management decisions. Michelle Blackburn, Agricultural Coordinator, is the project manager, and bidding information is available at www.kaneforest.bonfirehub.com.

Bid Summary
The Forest Preserve District of Kane County (the District) is seeking qualified organizations interested in a three (3) year contractual agreement to perform soil health analysis on District farmland. The qualified organization shall collect samples in the field, submit to a laboratory for testing and provide a comprehensive soil health analysis report to the
District for each farm parcel.
SCOPE OF SERVICES
1.1 PROJECT DESCRIPTION
The Forest Preserve District of Kane County (the District) is seeking qualified organizations interested in a three (3) year contractual agreement to perform soil health analysis on District farmland. The qualified organization shall collect samples in the field, submit to a laboratory for testing and provide a comprehensive soil health analysis (aka Haney) report to the District for each farm parcel according to Section 1.4, Technical Specifications. The District will provide maps and shapefile (.shx) with preserve and parcel location, composite zones, farm ID, and parcel
ID (Example Sampling Location Map attached). Composite zones are determined by like soil properties of soil texture and available water storage (aws). Soil type, texture, and available water storage data originating from Gridded Soil Survey Geographic (gSSURGO) Database for Illinois.
United States Department of Agriculture, Natural Resources Conservation Service. Available online at http://datagateway.nrcs.usda.gov/. 20251120 (202511 official release). Locations in the field may be adjusted for continuity (slope, toe slope, hill top). Soil health analysis reports shall conform to Section 1.4 Technical Specifications, be user friendly, and contain the required details and recommendations.
1.2 DISTRICT FARMLAND AND TESTING SCHEDULE
The District’s farm program is comprised of approximately 5,100 acres of row crop, 157 acres of hay ground, and 236 acres of pasture (District Farmland Map attached). Sampling will be performed on row crop, hay ground, and retired row crop (2025). Farmland is licensed out to local farmers at various preserves. Each license area will have one or more farm parcels with a unique farm ID. Estimated annual acreage and number of composite samples:
Test Year Parcels Acres Composite Samples
2026 20 1971 59
2027 28 1528 72
2028 20 1916 65

1.3 PROJECT GOALS
In 2024 the Agricultural Land Use Policy (Policy) was approved and adopted by the District to govern the District’s Farm Program and licensing of District farmland. The farm licenses incorporate conservation farming concepts and soil health principals that are important to the environment, and the long-term ecological health of District property. The Policy also commits to performing soil health testing on District farmland. Monitoring the District farmland by conducting soil health analysis will establish a baseline matrix of soil health (physical, chemical, biological) and provide unique data to tenant farmers to help guide management decisions. Completion date is 12/31/28.
