About this file
This is a Bid Schedule addendum document for a state and local contract opportunity in Utah involving the Little Dell Dam Restoration of DOCS Pipe Coating project (Project No. 512700026). The work consists of furnishing and installing equipment, facilities, services, and appurtenances for pipe and pipe fitting exterior surface preparation, exterior coating, repair, associated environmental and safety controls, and waste disposal in three facilities located at Little Dell Dam Outlet Works. The project includes three separate alternate bid schedules—Alternate A (Adit Structure), Alternate B (DOCS), and Alternate C (ECC)—with the Owner having the option to award one alternate bid schedule, a combination of the three alternates, or all bid schedules. An open bid meeting is scheduled for September 23, 2026 at 2:00 PM MST via Microsoft Teams. Each alternate includes line items for mobilization and demobilization, heating/ventilation/dehumidification/lighting, surface preparation, coating application, preparation for potential water in pipe, and general allowances.
The pricing structure consists entirely of lump sum bid items across all three alternates. Alternate A includes a fixed allowance of $26,666 for preparation for potential water in pipe and $81,000 for general allowance. Alternate B includes $6,667 for water preparation and $12,960 for general allowance. Alternate C includes $6,667 for water preparation, $9,040 for general allowance, and an additional line item for concrete pipe support pad repair on a per-pad basis for four pads. Payment procedures follow APWA Section 01 29 00 standards, with mobilization and demobilization measured on a percentage basis tied to original contract amount earned, heating/ventilation/dehumidification/lighting and surface preparation measured at 20 percent upon first pay request and 80 percent during progress of work, and coating application measured on a lump sum basis. Unused allowance funds are to be credited to the Owner through final reconciliation change orders.
