About this file

This is a Scope of Work document for Contract #JF26-78, issued by the Utah Department of Agriculture and Food (UDAF) laboratory for equipment maintenance services. The procurement seeks continuation of a service contract for the maintenance and repair of a nitrogen generator (model NM32LA) that supports advanced analytical instrumentation used to quantify cannabinoids and alkaloids from various materials including plant material, soil, medical cannabis, hemp, animal feed, and kratom. The service contract is anticipated to commence in July 2026 with continuous operation throughout the contract period. A preventative maintenance visit is scheduled for approximately August 2026, with an annual preventative maintenance visit required each August thereafter. The contract requires the manufacturer to maintain the nitrogen generator in good operating condition, complete repairs within five days, and provide the specified annual preventative maintenance visit. The nitrogen generator must maintain specifications of greater than 99.0% purity with hydrocarbons less than 1 ppm to support UDAF's detection and quantification of various analytes.

The annual service contract cost is $5,947.83, with the renewal deadline by the end of June 2026. The incumbent contractor has demonstrated significant value in previous years (2023-2024), providing over $10,000 in consumable parts and repairs with no laboratory downtime while simultaneously reducing costs associated with purchasing high-purity nitrogen cylinders. The project deliverables include issuing certificates of analysis outlining qualified and quantified alkaloids and cannabinoids, with delivery required within 14 days of sample receipt. This continuation contract represents a cost-effective means of maintaining the laboratory's equipment investment and ensuring uninterrupted analytical capability for UDAF's regulatory investigation and testing operations.

Scope of Work for Contract #JF26-78 Attachment :B

Introduction The UDAF lab is responsible for testing many different components and potential contaminants.

Some examples of the types of materials tested for components and contaminants include plant material, soil, medical cannabis, hemp, animal feed, and kratom. The UDAF Lab is responsible for detection and quantification of various analytes to aid in pesticide regulatory investigation by the regulatory division and special products division of UDAF. In order to accomplish this testing, advanced instrumentation is required and knowledgeable staff necessary to build, validate, interpret, and analyze the data. In order to better serve UDAF’s need to characterize and quantify these contaminants, the UDAF lab utilizes analytical instruments. Some of these instruments require a steady stream of high purity nitrogen in order to function.

The use of a nitrogen generator allows the lab to have a continuous stream of high purity nitrogen without the costly and often disruptive use of delivered gas cylinders. In order to maintain the nitrogen generator, the laboratory seeks to purchase a service contract from the manufacturer in order to maintain the laboratory’s investment and continuous use of the nitrogen generator.

Background The purchase of a service contract ensures the laboratory maintains the purchase investment of the generator itself as well as better ensures the uninterrupted ability of the lab to perform various analyses. A well maintained nitrogen generator through the use of a service contract is a cost effective means to maintain the nitrogen generator in good working condition for many years. For example, in the previous years (2023-2024) the service contract has provided over $10,000 of value in consumable parts and repairs with no laboratory downtime. This is on top of the continuous savings in not needing to continually purchase high purity nitrogen cylinders.

Scope of Work

Continue a service contract for the maintenance and potential repair of a nitrogen generator in the UDAF laboratory. This nitrogen generator supports advanced analytical instrumentation used to quantify various cannabinoids and alkaloids.

Timeline:

Goal Start Date Completion Date Continuous repair support for NM32LA nitrogen generator

July 2026 Ongoing, continuous reliable operation during the covered contract

Scope of Work for Contract #JF26-78 Attachment :B

Preventative maintenance visit for NM32LA-A nitrogen generator

~August

Annual preventive maintenance in August 2026

Requirements The nitrogen generator will need to be in good operating condition and within specifications required by the instrument it will be supporting ( > 99.0% and hydrocarbon free less than 1 ppm).

Milestones:

● Renewal of service contract – by end of June 2026 o Completion measured by confirmation from Delia Tracey for the approval of the purchase

● Continual maintenance of Nitrogen generator - ongoing o Completion measured by enrolling in instrument preventative maintenance schedules with the manufacturer on an annual basis

Compliance The manufacturer will need to maintain the generator in good working condition for the length of the contract, repairs completed within 5 days, and one annual preventative maintenance visit in August 2026.

Project Deliverables Task: Continuous nitrogen generation to support the laboratory’s instrumentation

Deliverable: Issue certificates of analysis outlining qualified/quantified alkaloids/cannabinoids. Deliver certificates of analysis to the appropriate division within 14 days of receiving the sample.

Project Timeline Continuous nitrogen generation to support the laboratory’s instrumentation – Ongoing, analysis and certificates of analysis will be issued in less than 14 days from receiving the sample.
