About this file

This is a Request for Proposal (RFP) issued by the County of Ventura General Services Agency Procurement Services for public library print materials and related services to support Ventura County Library's thirteen service locations, including a mobile library. The County seeks proposals for the furnishing of print books and related library materials in English, Spanish, and other languages across adult, young adult, and children's collections, with optional cataloging, processing, and support services. The RFP was issued on March 16, 2026, with a deadline for questions on March 30, 2026, and proposals due by April 17, 2026, at 5:00 p.m. PDT. The County anticipates evaluation and award in May 2026, with work start dates to be determined following a required meeting between the selected contractor and County representatives. The resulting contract shall have an initial term of two years with options to renew for up to three additional one-year periods, subject to Board of Supervisors appropriation of funds.

The County estimates an annual expenditure of approximately $400,000 for print materials for planning purposes only, with no guarantee of minimum or maximum purchase levels. Offerors must submit pricing proposals using the provided Cost Proposal Form (Attachment B) with all costs detailed, including optional cataloging and processing services. The County requires vendors to provide an online selection and ordering platform with no additional fees, supporting bibliographic details, duplicate checking, standard library search fields, and integration with the SirsiDynix Symphony Integrated Library System. Proposals must include company profile and qualifications, personnel qualifications with resumes, two years of financial statements, minimum three client references from similar projects within the last three years, compliance statements regarding contract terms and conditions, and environmental/recycled content certifications. The County has historically relied on a primary vendor but must establish a new contractual arrangement due to recent changes in the library vendor marketplace, and reserves the right to award to a single offeror or multiple offerors by category. All proposals must be submitted online through the Ventura County Vendor Information Portal (Bonfire) at ventura.bonfirehub.com, and no hard copy, email, facsimile, or telephone proposals will be considered.

1.2 Background

Ventura County Library is a public library system serving Ventura County with approximately thirteen (13) service locations, including a mobile library. The Library maintains print collections for adult, young adult, and children’s audiences in English, Spanish, and other languages to meet community demand.

The Library’s estimated annual expenditure for print materials is approximately $400,000. This amount is provided for planning purposes only and does not represent a guarantee of volume.

The Library has historically relied on a primary vendor to support systemwide print acquisitions integrated with the SirsiDynix Symphony Integrated Library System (ILS). Due to recent changes in the library vendor marketplace, the Library must establish a new contractual arrangement to ensure continuity of print acquisitions within its centralized ordering, fiscal oversight, and multi-branch distribution model.

3.3 Environmental Purchasing Policy

a. It is the policy of the County of Ventura to purchase and use recycled products whenever possible. The County of Ventura will favorably consider the selection of recycled –content and renewable materials, products and supplies over their non-recycled-content and non-renewable alternatives in cases where availability, fitness, health, operational efficiency, quality, safety, and price of the recycled product is otherwise equal to, or better than, the non-recycled-content and /or non-renewable alternative.

Offerors able to supply products containing recycled and environmentally preferable materials that meet performance requirements are encouraged to offer them in their proposals.

Recycled commodities means items that meet Environmental Protection Agency's (EPA) Comprehensive Procurement Guidelines (CPG). These can be located at http://www.epa.gov.cpg.product.htm.
