About this file

This Request for Proposal (RFP) 2000004191 is issued by Fairfax County Government, specifically the Department of Public Works and Environmental Services (DPWES), Wastewater Collection Division. The RFP solicits comprehensive chemical and delivery solutions designed to proactively mitigate hydrogen sulfide (H₂S) formation in long-retention wastewater systems. The contract will support addressing odor complaints, corrosion risks, and service continuity across pump stations, force mains, and other affected facilities. The initial contract period is three years with two one-year renewal options available. Currently, eleven facilities utilize liquid chemicals (BIOXIDE® and Odophos®), with varying requirements for delivery, dosing services, and monitoring services.

The proposed contract will be a firm-fixed price agreement, with potential price adjustments in subsequent years based on the Consumer Price Index (CPI-U). Pricing will be structured per gallon of solution delivered, including all charges such as freight and technical assistance. The contractor must provide complete storage and feed systems compatible with County operations, including high-density polyethylene storage tanks, stainless-steel enclosures, advanced dosing controllers, and hydrogen sulfide monitoring equipment. The contractor will be responsible for equipment maintenance, monthly reporting, technical support, and maintaining an internet website for data access and remote monitoring. Evaluation criteria include statement of qualifications, chemical performance, equipment compatibility, dosing and monitoring capabilities, service and support plan, and overall cost proposal, with weights ranging from 10% to 25% for each category.

RFP 2000004191

SPECIAL PROVISIONS

1. SCOPE OF SERVICES:

1.1. The purpose of this Request for Proposal (RFP) is to solicit sealed proposals through competitive negotiation for the provision of comprehensive chemical and delivery solutions designed to proactively mitigate hydrogen sulfide (H₂S) formation in long-retention wastewater systems. This contract will support the Department of Public Works and Environmental Services (DPWES), Wastewater Collection Division, in addressing odor complaints, corrosion risks, and service continuity across pump stations, force mains, and other affected facilities, in accordance with the specifications outlined in this solicitation.

2. BACKGROUND INFORMATION:

2.1. The Fairfax County Wastewater Collection Division currently uses liquid chemicals to mitigate H 2S at eleven facilities (see Appendix B for list of current facilities). Eight of those facilities currently utilize BIOXIDE® and three utilize Odophos®. All sites require delivery, with four of the sites requiring vendor-provided dosing services and five of the sites requiring vendor-required monitoring services. During the course of this contract, Fairfax County may request the vendor(s) to add new sites or to deactivate current sites based on mutual agreement; there may be service adjustments requested for each site as well, requiring price adjustments. Currently each pump station uses an odor control and H2S reduction chemical year-round. Typical feed rates increase in the warmer months from May through October. During the winter months, the dosage rates decrease since lower temperatures reduce the production of H2S. Chemical feed rates are significantly reduced or sometimes halted during intense storm seasons due to increased flow into the system and reduced retention time in the force mains.

3. OPTIONAL PRE-PROPOSAL CONFERENCE:

3.1. An optional pre-proposal conference will be held on October 09, 2025 at 2:00 P.M. You can click on the following link to attend the conference:

The County will provide the contractor with written notice of non-appropriation of funds within thirty (30) calendar days after action is completed by the Board of Supervisors.
