About this file
This document is a Policy for Payment of Material on Hand issued by the Harris County Engineering Department in Texas, dated December 6, 2005. The policy outlines the procedures for contractors to request compensation for nonperishable materials that have been delivered to a work location or acceptable storage places but have not yet been incorporated into the work. Eligible materials must be sampled, tested, approved, or certified, and ready for incorporation into the project. The policy covers various types of materials including concrete traffic barriers, precast concrete box culverts, concrete piling, deck panels, beams, reinforced concrete pipe, steel girders, and other items deemed reasonable by the Engineer.
The policy specifies that payment for material on hand will only be made for materials authorized for purchase by work order or written approval of the Engineer. The total payment will not exceed the actual cost of materials as established by invoice, and materials without a paid invoice within 60 days will be ineligible for payment. Contractors must submit monthly material on hand forms with a $0 minimum until the total value of material on hand reaches $1,000. By submitting a request, contractors authorize the Engineer to audit material on hand records and perform process reviews. The Engineer reserves the right to exclude payment for material on hand for the duration of the contract if any requirements are not met.
