KSAT Trail Section A.3 to A.4 Technical Specifications

This document comprises the technical specifications for the Bushkill Drive KSAT Trail Extension Project, a municipal infrastructure improvement being undertaken by the City of Easton, Pennsylvania, with engineering services provided by Barry Isett & Associates, Inc. The project involves constructing approximately 750 linear feet of 8-foot-wide asphalt trail, sawcutting existing pavement, installing approximately 435 linear feet of 7-foot-wide parallel parking lane, and installing a 2-foot-wide pavement-marked buffer with thermoplastic pavement markings. The base bid scope includes mobilization/demobilization, erosion and sediment controls, site clearing with tree and fence removals, relocation of an existing flagpole, removal of abandoned railway ties, installation of new concrete ADA ramps with detectable warning strips, PennDOT Type C crosswalks, site grading, and site restoration. Two alternates are available: Alternate 1 for installation of two rectangular rapid flashing beacons at the proposed crosswalk across Bushkill Drive, and Alternate 2 for a 6-foot-wide asphalt trail connecting the southern KSAT Bridge Approach to the existing paved trail. The anticipated Notice to Proceed is August 3, 2026, with on-site construction commencing August 17, 2026, and substantial completion targeted for October 30, 2026. Contractor bids must include firm pricing for Alternates 1 and 2, which will be held for 120 days from bid receipt.

The project will be executed under a single prime contract with work conducted in one phase during the public occupancy period, requiring strict coordination with Owner operations and restriction of work hours to 7:00 a.m. to 5:30 p.m., Monday through Saturday. Contractor responsibilities include preparing a schedule of values, detailed construction schedule, and submittal schedule prior to initial payment applications. All temporary facilities, traffic controls, erosion and sedimentation controls, and site security measures must comply with applicable authority requirements. The specifications mandate submission of electronic copies of shop drawings, product data, samples, and other submittals with 15-day review periods for initial submissions and resubmittals. Contractor must obtain independent geotechnical testing and inspection services at Owner's expense, with off-site testing as Contractor responsibility. Construction waste management requires diversion from landfills where practicable, with emphasis on recycling and salvage of materials. Final payment application is contingent upon project closeout completion, including substantial completion certification, final cleaning, punch list resolution, and submission of all warranties and operational manuals. Contractor certification of work completion and compliance with contract documents is required at substantial completion and final completion stages.
