This requirement was previously solicited and did not result in an award. Below you'll find questions and answers asked by previous interested contractors.

A1.06 Page 1, Item 10 of the Solicitation, and M.3 Factor C require that the Offeror send Past Performance Questionnaires (PPQs) to at least three past performance references for similar projects completed within the past five years, and that the references are to send the PPQs directly to the Government.

It has been our experience that former Contract Specialists and Contracting Officers have frequently moved to new postings; those that are still reachable are often too busy or simply don’t follow through with filling them out and emailing them. Still others are openly aggravated at having to do yet another evaluation, years after the project was completed.

In order to give the evaluators sufficient information to assess Offeror performance risk, we respectfully request that, in lieu of Attachment 5 PPQs being submitted from our references directly to you:

a) Offerors be allowed to submit Contractor Performance Assessment Reports (CPARS) with their proposals, and

b) Offerors be allowed to submit PPQs which have been included with previous proposals to other agencies (so long as Performance, Timeliness, Quality, and Overall Rating are addressed).

In lieu of three new PPQ’s, Offerors may submit recent CPARS and at least three PPQ’s previously used within the past five years on projects similar in scope. Offerors shall also provide a point of contact for reference so that the Contracting Officer can verify all information provided in the PPQ.

A1.07 Will the HQ restroom facilities be available for contactor usage, or will the contract be required to provide a portable restroom?

Contractor will be required to provide a portable restroom. HQ restrooms are for NPS employees only.

A1.08 Will the Pre-Bid Site Visit Sign-In Sheet be provided, as it may become relevant in reference to SOW 2.5?

The pre-bid site visit sign in sheet will not be provided. However, when an award is made;

awardee and award information will be posted to SAM.gov linked to the solicitation.

A1.09 Among the drawings, Sub Sheet A-101, Sheet 4 of 11, Finish Notes Item #4 states “Submit four samples for approval per material specified, label each to match the finish legend designation. Include product data, seaming diagrams and shop drawings prior to procurement or fabrication.”

We respectfully request clarification of what specific material samples the Government is requesting.

Finish Materials are called out specifically on I-201. Contractor shall provide one sample to NPS as a final review prior to ordering and to ensure material is still available. If material is no longer available, Contractor shall provide similar for review and approval by NPS.
