Summary

This Statement of Work and Specifications document outlines construction requirements for the Oak Grove Fire Station Engine Barracks facility upgrade project in San Diego County, California, under the GAOA Housing program. The project consists of demolishing an existing 1,560 square-foot, four-bedroom wood-framed barracks building constructed in 1934, removing all utilities and site features, and installing a new manufactured home (American Pacific Manufactured Homes Skyline Model 67 Custom HUD, approximately 1,760 square feet with five bedrooms and three bathrooms) in the same location. Work includes site preparation, utility installation and connections (water, electrical, phone, propane, and septic systems), construction of a concrete propane tank pad with bollards, installation of a 4,000-gallon septic tank with infiltrator chamber leach field, concrete walkways and accessibility features compliant with ADA/ABA guidelines, and complete hazardous materials sampling, testing, and abatement if required. All work must comply with California Building Standards Code, California Plumbing Code, California Electrical Code, Title 24 regulations, and local/state environmental requirements including stormwater pollution prevention and waste management protocols.

The project requires completion within 112 calendar days of the Notice to Proceed, with work restricted to 8:00 AM to 4:30 PM Monday through Friday, excluding weekends, federal holidays, and designated shutdown periods. The contractor must be a California State licensed professional engineer overseeing all building work, with licensed electrical, plumbing, and mechanical contractors for their respective trades. Hazardous materials abatement and transportation require current HAZWOPER certification and state registration; all contractors must provide detailed work plans addressing quality assurance, safety protocols, stormwater pollution prevention, hazardous materials management, and construction waste recycling (targeting 90 percent of inert materials and 70 percent of remaining materials for reuse or recycling). The contract includes performance and payment specifications tied to work phases and deliverables, with manufacturer warranties required before final payment. This RFQ is a Total Small Business Set-Aside with a $45 million small business size standard, and requests for information must be submitted by June 2, 2026, at 11:00 AM Pacific Time.
