About this file
This document is Amendment A00004 to a Federal Acquisition Regulation (FAR) solicitation for GAOA Housing Facility Upgrades at Cleveland National Forest, California under solicitation number 127EAW26Q0027. The amendment provides official responses to 54 Requests for Information (RFIs) and corrects the title page of Attachment 12 (Contract Administration Data – Rev 1). The amendment is effective June 15, 2026, and does not extend the offer receipt deadline.
The project involves demolition of existing structures and construction of four new manufactured housing units with associated utilities at three fire stations (Descanso, Oak Grove, and Goose Valley) on federal forest land. Key scope items include site clearing and grading, furnishing and installing four 4000-gallon septic systems with infiltrator chamber leach fields, electrical and water connections, five-foot concrete walkways on all sides of buildings with ADA-compliant aluminum steps and ramps, hazardous materials sampling and testing, propane system connections, and removal of existing septic tanks. The Forest Service will remove existing propane tanks and deliver new ones; the contractor is responsible for installation. Contractors must perform all hazardous materials sampling and testing and are responsible for all required professional licenses and permits. The contract is firm-fixed-price with once-monthly invoicing only; no allowances are permitted for utility fees or hazardous materials abatement. Licensed subcontractors may satisfy professional engineering and specialty trade requirements. Work hours are limited to Monday-Friday 8:00 AM-4:30 PM with shutdowns for fire days, weather, weekends, federal holidays, and designated seasonal periods. A licensed surveyor is not required; contractors must provide construction power and supplemental water if Forest Service resources are insufficient.

TANYA I. TORRES
Project Name: GAOA Housing Facility Upgrades - 127EAW26Q0027 Cleveland National Forest, California Amendment A00004
1. Question: We noticed that the Technical Approach evaluation references Southern California Edison (SCE) for permits and inspections. (Page 21 of 28 in RFP) We have done work in these areas and are pretty certain that SDG&E is the electrical service provider for these sites.
Please confirm as SDG&E is referenced on the plans for each site as well.
Response: Thank you for bringing this to our attention. The solicitation has been corrected via Amendment A00001. The new document is titled “1. Solicitation Terms and Conditions - GAOA Housing Facility Upgrades - 127EAW26Q0027 - Rev 1”
2. Question: SDG&E does not provide “permits” for their work. SDG&E requires Building Inspector to provide sign-off of electrical work before they will make connections to a building or structure.
Therefore, it seems that the project will require permits from either Federal Government or County of San Diego for coordination with SDG&E for new service to the modular buildings. Can you please clarify if USDA Forest Service will issue permits or if we need to coordinate permits with County of San Diego for permits to allow SDG&E to them make the connections necessary to feed the new modular buildings.
Response: Forest Service is not required to get building permits from County of San Diego and the Forest Service does not issue building permits for buildings. Forest Service may provide a letter for SDGE once the work is ready for SDGE to make the connections. This has been sufficient in past projects.
3. Question: There are plans with notes for the scope of work as well as Statement of work for each site. However, the plans are not developed to a level that would allow for permits to be issued. It is clear in the RFP documents that engineering is required for the septic systems at the various sites.
However, it is not that clear if Contractor is required to provide engineering & design necessary for other permits that may be required. Can USDA Forest Service please clarify what is expected from Contractor relative to any design and/or engineering required for the project, other than the septic system?
Response: See response to RFI #2 regarding permits. Please clarify what “other permits that may be required” are being referenced.
4. Question: County of San Diego DEH will require Percolation Tests for review and approval of new septic system. Does USDA Forest Service have any percolation tests for the various sites that we can utilize to properly budget design for septic systems?
Response: The Forest Service is not required to coordinate with County of San Diego DEH for our septic systems. The Forest Service does not have percolation tests for any of the sites included in this project.
Amendment A00004
5. Question: Statement of Work for each location includes 1.6 Fees that states Contractor is to pay all permit and utility company fees. While we can obtain a reasonable estimate of permit fees, it is not possible to obtain utility company fees at this time. Would USDA Forest Service consider utilizing an Allowance for Utility Company Fees to be utilized by all Contractors proposing on the project?
Any unused allowance money would be returned to USDA Federal Service at completion of work.
Response: This project will be awarded as a firm-fixed-price purchase order. The Forest Service will not utilize an ‘allowance option’ for Utility Company fees. Any such fees, if incurred, are considered incidental to the associated work items and must be included within the contractor’s firm-fixed-price quote.
6. Question: RFP documents indicate that Hazardous Material Abatement is included as an additive item and will only be required if sampling and testing confirm presence of hazardous materials within the existing structures. This would seem to mean USDA Forest Service does not currently have a hazardous material survey of the existing buildings. Will USDA provide the sampling & testing of existing structures or is that to be done by Contractor? Additionally, it is not possible for us to provide a lump sum value for hazardous material abatement as noted on Price Schedule without information to properly quantify the type of hazardous material we would be removing.
Would USDA Federal Service consider including an allowance for potential hazardous material removals since this cannot currently be quantified? Any unused allowance money would be returned to USDA Federal Service at completion of work.
Response: Forest Service does not have any hazardous materials surveys for the existing buildings.
Sampling and Testing of all hazardous materials is included in the Schedule of Items Base Bid and shall be the responsibility of the Contractor. The Additive Item for hazardous materials abatement will only be utilized if any hazardous materials are found after Sampling and Testing are completed.
7. Question: Statement of work for the various sites references Lead Based Paint Certification for Contractor in the Work Plan and Qualifications section. This would seem to indicate knowledge that lead based paint removal may be an issue. Please clarify as no report has been provided and RFP references future testing for hazardous material abatement.
Response: Forest Service does not have any lead based paint reports for the existing buildings.
Sampling and Testing of all hazardous materials is included in the Schedule of Items Base Bid and shall be the responsibility of the Contractor.
8. Question: The 4 manufactured housing units @7,000 sf plus may exceed the 25% single contract limitation, can this be exempt from the limitation?
Response: If the prime contractor purchases the manufactured home directly from a supplier, and the supplier performs no installation or other contract work, the supplier is considered a material vendor rather than a subcontractor. Accordingly, the cost of the manufactured home does not apply toward the 25% subcontracting limitation.
9. Question: The 4 manufactured housing units @7,000 sf plus will require some final assembly at the site, as a "manufactured good" is the final assembly at the site exempt from Davis Bacon?
Response: Installation-related tasks are considered on-site construction work and are therefore subject to Davis-Bacon requirements.
10. Question: The GC has no control over the timing that San Diego Gas and electric will take to engineer, permit and provide the service to the 1st phase of the project, will USDA allow a on-boarding / ramp up period of 90 cd before the 1st NTP start date.
Response: No.
11. Question: Will the USDA allow the GC to invoice for material ordered by the manufactured housing subcontractor for the 4 manufactured housing units to obtain the benefit of a large purchase pricing or will the release to manufacture be tied to each of the 4 NTP releases (132-112-112-132).
Response: The Government will not authorize the prime contractor to invoice for materials ordered solely for the purpose of obtaining large-purchase pricing advantages.
12. Question: Will the USDA allow the GC to bring a trailer to the job site for possible over night stays.
Response: The Contractor may bring a small office trailer to the following sites only. No connections to Forest Service utilities (Electric, Water, Septic, Phone) will be allowed.
Descanso Fire Station – Office trailer parking location will be coordinated with the Contracting Officers Representative.
Oak Grove Fire Station - Office trailer parking location will be coordinated with the Contracting Officers Representative.
Goose Valley Fire Station – No office trailer will be allowed to be brought on site due to extremely limited space.
13. Question: For small business will the USDA accept "rapid pay" and allow invoicing of twice monthly to minimize the impact of monthly accounts payable for the small business.
Response: The Forest Service will not authorize ‘rapid pay’ or twice-monthly invoicing under this contract. Invoicing will be limited to once per month.
14. Question: Will the USDA require licensed surveyors to layout and certify grades?
Response: A licensed surveyor is not required for this project, however the Contractor is still
Amendment A00004 responsible for all work and products to meet all codes, regulations, and standards in the specifications and contract.
15. Question: Is this contract part of a MAC or IDIQ?
Response: No. This is a standalone purchase order.
NEW VIA AMENDMENT A00004
16. Question: Several locations throughout the RFP it mentions, “engineering studies”, however there is no mention of design, or this RFP is design-build. Is this project considered design–build and the Contractor shall retain the services of an Architect, Civil, Structural, Mechanical, Electrical and Life Safety engineers? If yes, what are the design requirements or expectations? How many design deliverables are required for this Contract and the design phases required?
Response: The original solicitation referenced “engineering studies” once in the Capability and Subcontracting Plan section of the Technical Approach. This issue was identified by the Forest through an earlier RFI, and the solicitation was subsequently corrected in Amendment A00001. The updated document, titled “1. Solicitation Terms and Conditions – GAOA Housing Facility Upgrades – 127EAW26Q0027 – Rev 1,” should now be used. No other references to engineering studies appear in the current solicitation.
17. Question: Technical Approach, Performance Schedule (Page 22 of 28), please confirm that the schedule can be submitted as 11 x17 and counted as one (1) page.
Response: The Forest will allow the performance schedule to be submitted as 11 × 17-inch. For the purposes of this solicitation, an 11 × 17 sheet will be counted as one (1) page toward the page limit.
The schedule must be submitted in Adobe PDF or Microsoft Word format.
18. Question: Technical Approach, Key Personnel (Page 22 of 28) states to include a “letter of intent for project assignment”. Please clarify from whom the “letter of intent” is to written by?
Response: A letter of intent is a brief formal statement from the proposed Key Personnel confirming that they agree to their proposed role, intend to work on the project if awarded, and commit to being available. It ensures that all proposed personnel have acknowledged and accepted their assignment.
19. Question: The Statements of Work identify several licensing and certification requirements, including Professional Engineer, Electrical, Plumbing, Mechanical, Lead-Based Paint, Hazardous Waste Transportation, and HAZWOPER certifications.
Please confirm whether all listed licenses and certifications are required to be held directly by the Prime Contractor, or whether these requirements may be satisfied through appropriately licensed subcontractors, consultants, teaming partners, or specialty contractors performing the applicable portions of the work.
Specifically, please confirm whether required Professional Engineer services may be provided through a California-licensed Professional Engineer retained under a subcontract or teaming arrangement, and whether required electrical, plumbing, mechanical, hazardous material, and other specialty services may similarly be performed by appropriately licensed subcontractors.
Response: Appropriately licensed subcontractors are permitted for this project.
20. Question: Regarding the Key Personnel section, the solicitation states a four-page limitation for detailed summaries of relevant experience. Please clarify whether Letters of Intent for Project Assignment are included within the four-page limitation or may be submitted separately as attachments outside of the page count.
Response: Please review the answer to RFI 18. The required statement is included within the page limitation as specified in the solicitation.
21. Question: In Amendment A00002, the RFI responses to questions 2 and 3 indicate that a building permit should not be required for this project. We agree with that assessment. However, we do believe that a San Diego County septic tank and leach field/infiltration chamber permit may still be required.
In our past experience providing septic system designs for projects on Federal land, the County has required septic system permits each time. New septic systems can also impact neighboring properties, especially where groundwater wells are present.
Could you please confirm whether the Government would like the Contractor to include the County septic permit application and associated fees in their bids?
Response: The Forest Service is not required to coordinate with County of San Diego Department of Environmental Health for our septic systems. The Contractor should not include any County septic permit application information or associated fees in their bid. A septic design is not required.
22. Question: In Amendment A00002, the RFI response to question 14 states that a licensed surveyor is not required for this project. However, it is unclear how the site will be properly graded for the new building foundations and walkways without a topographic survey and a corresponding grading plan.
Additionally, the septic system location will need to be identified by a surveyor. We believe that a topographic survey would be necessary—and beneficial—for each new building site.
Response: The proposed septic system location is shown on the drawings for each new building site.
23. Question: In Descanso we are to connect to the existing water line. What is the size of the existing waterline?
Response: The existing waterline is 1 inch.
24. Question: Per the scope of work at each location it states that a California State Licensed Professional Engineer is required. Will this be required for each discipline such as Architectural, Civil, Structural, Mechanical, Electrical, Civil, Life Safety engineers?
Response: The Contractor shall possess and maintain all professional licenses required to perform the work specified under this construction contract. Pursuant to FAR 52.236-7, Permits and Responsibilities (July 2025), the Contractor is solely responsible for obtaining and maintaining all permits and licenses necessary to ensure full compliance and proper performance throughout the contract period.
25. Question: In Amendment A00002, the RFI response to question 4 states that the Contractor is not required to obtain a septic system permit from the County of San Diego DEH for the installation of a new system. We understand that the Forest Service does not have existing percolation test data for any of the sites; however, a percolation test is typically required for the proper design of a leach field and septic system. Please confirm whether the Contractor is expected to perform percolation testing as part of the septic system design.
Response: The Contractor is not expected to perform percolation testing. No septic system design is required.
26. Question: Materials Stored Off-Site: Will progress payments be authorized for manufactured housing units while in production at the factory? If so, what documentation is required?
Response: The Forest will require on-site delivery of the manufactured housing units before payment is authorized. Progress payments will not be issued for units stored or under production off-site.
27. Question: Manufacturer Commitment: Is a letter of commitment or formal quote from the manufacturer required as part of the Technical Proposal?
28. Question: Abatement Unit Pricing: Since quantities are unknown, will the Government add a "Unit Price" line item for all hazards- asbestos/lead removal to ensure a level playing field?
Response: The Demolition–Abatement, Removal, and Disposal of all hazardous materials is designated as a lump-sum option/additive item. Offerors shall provide lump-sum pricing for each site, as specified in the Schedule of Items (five-page document)
29. Question: Fire Prevention Water: Clarify water availability or transport to site for each location.
(Att. 10, Section 4) Response: For this contract Section 4E of the Fire Plan is not required. See Attachment 10, Section
4. See Drawing Sheet 2, Legend and Notes, Note 17 for water availability and Contractors responsibility for providing necessary water in the event the Forest Service water is not available or adequate.
30. Question: Tree Removal: Does site clearing include tree removal for septic/leach field footprints? If so, is there a diameter limit for removal? (Att. 2-5, Section 31 10 00).
Response: Yes, site clearing includes tree removal. There is not a diameter limit for removal.
31. Question: Confirm (4) New: Furnish and install septic system with 4000-gallon septic tank and infiltrator chambers leach field and connect to new building. Drawings not consistent with SOWs (SOWs) Response: This project includes four new septic systems to be furnished and installed with 4000-gallon septic tank and infiltrator chambers leach field and connection to each new building.
32. Question: Walkway Extent: Confirm 5-foot concrete walkways are required on all sides of the new buildings. Also, are there more specifics on the materials to be used for the steps and ramps at each manufactured home? (Att. 8, Sheets 3, 6, 7, 8) Response: Yes, five-foot concrete walkways are required on all sides of each new building. Steps and ramps shall be ADA compliant and made of aluminum.
33. Question: Depressed Site Demo: Can the demolition area be left as an eased, depressed area to limit future excavation and more site activity for the new foundation? (Att. 2-5, Section 02 41 19) Response: Demolition area shall be in accordance with Specification Section 01 11 00 Summary of Work, Specification Section 02 41 00 Demolition, and Specification Section 31 20 00 Earth Moving.
During the demolition process any areas that are disturbed shall be protected by fencing or other means for safety and shall not have any water ponding.
34. Question: Staking & Survey: Will the Government provide property corners and a benchmark, or is the Contractor responsible for full topographic survey and staking? (Att. 8, General Notes).
Response: The Forest Service will not provide property corners or benchmarks. A full site survey and licensed surveyor is not required for this project, however the Contractor is still responsible for all work and products to meet all codes, regulations, and standards in the specifications and contract.
35. Question: Permit Fees: Is the Contractor responsible for California HCD Insignia fees, or are these waived for Federal projects? (Att. 2-5, Section 13 34 19).
Response: All fees including California HCD Insignias are the Contractor’s responsibility and will not be waived.
36. Question: Geotechnical Data: Will a Geotechnical Report be provided for foundation and septic design, or must the Contractor perform their own soil borings? (Att. 6, Item 1 / Att. 8) Response: A Geotechnical Report will not be provided. Soil borings are not required. A septic design is not required. The foundation shall be in accordance with the building manufacturer’s requirements.
37. Question: Electronic Submittals: Is an electronic project management portal (e.g., Procore, RMS, etc.) used / authorized for submittals? We understand IPP platform will be used for invoice submittals. (Att. 12, Administration) Response: An electronic project management portal will not be used or authorized for submittals.
Email will be utilized for submittals.
38. Question: Propane: Does USDA Forest Service have a service contract with a propane company that would do also the propane installations for all of the new barrack locations?
Response: The Forest Service will have existing propane tanks removed and new propane tanks delivered. Contractor is responsible to furnish and install new propane fittings, regulators, lines, concrete pads, bollards, and connections to the tank and underground connection to each new building.
39. Question: Remote Logistics: Due to limited cell service, is a satellite-based communication system required and or allowed for daily reporting – e.g., Starlink? Cell phone extender? (Att. 3, Section 1.1) Response: A satellite-based communication system is not required for this project. However, the Contractor may elect to use such a system at their discretion
40. Question: Phone: Will USDA Forest Service advise the final quantity and location of phone jacks in the manufacture homes (i.e., in the living rooms, bedrooms, kitchen)?
Response: One phone jack shall be located in the living room area.
41. Question: Parking & Storage: Are there designated parking and staging areas for equipment and materials?
Response: Parking and Staging areas will be coordinated and designated in writing once the contract is awarded.
42. Question: Foundation System: We have been advised that all four barracks are to be installed on a dig-in permanent foundation system. Is there a crawl space height or main floor elevation requirement for the new barracks – a minimum or maximum?
Response: The foundation system and crawl space height shall be in accordance with building manufacturer’s requirements.
43. Question: Transportation Constraints: Given the 42 miles of mountain driving on Hwy 78, are there specific black-out hours for modular home delivery? (Att. 3, Section 1.1) Response: Restrictions for Hwy 78 are not governed by the Forest Service. We recommend coordinating with the governing agency. Contractors work hours on site will be limited to Monday thru Friday 8am-4:30pm. In addition, the work shall be shut down on fire days, weather days, Saturdays, Sundays, and all Federally listed holidays, one week shutdown for the week of Thanksgiving, and two weeks shutdown for weeks of Christmas and New Years.
