About this file

These are Construction Specifications for the Eagle Lake District Office Sewage Treatment Pond Relining project by the USDA Forest Service Pacific Southwest Region (R5). The project involves completely relining two sewage treatment lagoons (an evaporation pond and a primary pond) at the Lassen National Forest site located at 477-050 Eagle Lake Road, Susanville, CA. The existing pond liners, which were last replaced between 2008-2010, were severely damaged by a May 2025 windstorm that exposed native soil, necessitating comprehensive liner replacement.

The specifications detail precise requirements for the liner installation, including using a 45-mil thick black Reinforced Polypropylene (RPP) membrane with a 20-year manufacturer's warranty. The project requires complete removal of existing liner layers, site preparation, geofabric installation, liner placement, anchoring, and accessories installation. Key technical requirements include specific installation procedures, seam testing protocols, repair methods, and strict weather and personnel guidelines. The work will be performed sequentially, with the evaporation pond being lined first, followed by the primary pond, with one pond always remaining operational during the process.

1.02 PROJECT INFORMATION

A. Project Identification: Eagle Lake District Office Sewage Treatment Pond Relining

B. Project Location: 477-050 Eagle Lake Road, Susanville, CA 96130

C. Project Background: The Eagle Lake District Office has two sewage treatment lagoons that serve the office buildings and compound, comprised of a larger evaporation pond, and a smaller primary pond. The liners of these were last replaced somewhere between 2008 and

2010. During the last replacement, the existing liner had been patched where holes had formed, and a new liner was laid on top of the existing liner. Over the past several years, the upper layer of liner had begun to deteriorate rapidly, and in several areas the lower, original layer had become visible. In May 2025, a windstorm tore liners of both layers of the evapo-ration pond, exposing native soil beneath. The primary pond was also torn and has areas of native material exposed as well because of the weather event. This contract is for the repair and replacement of the liners to make the sewage ponds operational again.

1.03 WORK COVERED BY CONTRACT DOCUMENTS

A. This work shall consist of furnishing and installing liners in both the primary and evaporation ponds at the Eagle Lake District Office. All labor, equipment, tools, and incidentals neces-sary for the complete installation of the pond liner shall be included. This work includes, but is not limited to the following:

1. Removal of both layers of the sewage pond liner on the evaporation pond

2. Patching the liner of the primary pond prior to relining

3. Site work in preparation for relining both ponds

4. Installation of geofabric on the native surface of the evaporation pond

5. Installation of liner and accessories shown on the DRAWINGS for both sewage treat-ment ponds.

6. Construction of the anchor trench on all sides of both ponds

7. Removal and reinstallation of aerators

8. Removal of all material from the existing liner and disposing of materials off Forest

Service lands. This includes sludge, rocks, cattails, etc.

9. Reinstallation of anchor posts

10. Incidental work items necessary for the facilitation of the liner replacements
