Project Eagle Lake District Office Sewage Treatment Pond Relining
General Information
1.0 Scope of Work
This contract is for the repair and replacement of two sewage lagoon liners at the Eagle Lake District Office, in Susanville, California.
2.0 Background
The Eagle Lake District Office has two sewage treatment lagoons that serve the office buildings and compound, comprised of a larger evaporation pond, and a smaller primary pond. The liners of these were last replaced somewhere between 2008 and 2010. During the last replacement, the existing liner had been patched where holes had formed and a new liner was laid on top of the existing liner.
Over the past several years, the upper layer of liner had begun to deteriorate rapidly, and in several areas the lower, original layer had become visible. In May 2025, a windstorm tore liners of both layers of the evaporation pond, exposing native soil beneath. The primary pond was also torn and has areas of native material exposed as well because of the weather event.
