About this file

This document is a comprehensive set of technical specifications for the Lookout Restroom Upgrades project for the United States Department of Agriculture - Forest Service Plumas National Forest. The project involves demolishing and replacing existing toilet buildings at multiple lookout sites, including Red Rock, Mount Hough, Smith Peak, Dixie Mountain, Mills Peak, Mills Peak Parking Area Restroom, Thompson Peak, Pike County, and Argentine. The specifications detail two primary approaches to restroom construction: rebuilding historic restrooms to match existing design with specific characteristics like wood framing, wood batten paneling, synthetic tile roofs, and concrete floors, and installing a prefabricated, accessible restroom at Pike County.

The project is a small business set-aside with an estimated value between $500,000 and $1,000,000, solicited under the number 127EAW25R0014. Key project dates include a mandatory site visit on June 12th, 2024, at 11:00 AM PST, and a deadline for Request for Information (RFIs) of June 17th, 2025 at 1:00 PM PST. The technical specifications provide extensive details on construction methods, materials, finish requirements, and installation procedures, covering everything from concrete work and carpentry to roofing, flashing, and site preparation. Contractors must adhere to specific design guidelines that emphasize preserving the historical aesthetic of the lookout sites while upgrading the restroom facilities.

SUMMARY OF WORK

01 11 00 - 1

SECTION 01 11 00

SUMMARY OF WORK

PART 1 - GENERAL

1.1 PROJECT NAME AND IDENTIFICATION

Project Name: U.S. Department of Agriculture – Forest Service Plumas National Forest, California

1.2 WORK REQUIRED BY CONTRACT DOCUMENTS

A. Work includes, but is not necessarily limited to, the following:

1. Existing toilet buildings will be removed from the following Lookouts:

a. Red Rock

b. Mount Hough

c. Smith Peak

d. Dixie Mountain

e. Mills Peak

f. Mills Peak Parking Area Restroom

g. Thompson Peak

2. New toilet buildings will be installed at the following Lookouts:

a. Red Rock

b. Mount Hough

c. Smith Peak

d. Dixie Mountain

e. Mills Peak

f. Mills Peak Parking Area Restroom

g. Thompson Peak

h. Pike Country

i. Argentine

3. Provide new wood stairs at Dixie Mountain.

4. Concrete landings for toilet facilities without stairs shall be an Add Option to the Bid.

Base Bid shall be to provide a level and graded area the same size as the proposed concrete landing of natural material sloped away from the restroom.

1.3 SUMMARY OF WORK

A. The existing restrooms will be demolished it their entirety. Where the existing wood siding is in good condition, salvaged and turn over to the Government.

B. There will be two approaches to the design of the exterior of the restrooms. For the historic restrooms the contractor will rebuild the restrooms to match the existing restroom design as much as possible. The existing size, shape, roof line, and material will be incorporated into the new design to the greatest extent possible. Any modifications to the existing size and shape of the restroom to accommodate the waste system will be designed to respect the existing aesthetics and view shed.

Each historical restroom will have the following characteristics:

1. Wood framed construction

2. Wood swinging door

3. Wood batten paneling, either vertical or horizontal

SUMMARY OF WORK

01 11 00 - 2

4. Synthetic tile shingled roof

5. Roof slope to match existing roof slope as close as possible.

6. Exposed interior wood framing. We are proposing to have exposed wood framing as opposed to installing a finish material like reinforced plastic panels. We noticed a lot of rodent droppings and believe having exposed wall framing would allow easier maintenance and would remove a hiding place for rodents.

7. Concrete floor for ease of maintenance

8. Wood or concrete stairs

9. Concrete pad

10. Reuse of existing wood paneling if in good condition

C. To ensure the restrooms are rebuilt to match the existing restrooms as close as possible we will require the contractor to submit shop drawings showing the existing dimensions, floor plans, and elevations with the new dimensions, plans and elevations for comparison and verification the construction will meet the intent of the design.

D. The second approach will be to provide an accessible prefabricated restroom at Pike County. The prefabricated restroom must meet the following requirements:

1. Made in the USA

2. Fully prefabricated and sectional

3. Assembles in one day with two people

4. Heavy duty, 4-season use

5. Withstands high snow and wind loads

1.4 APPLICATIONS OF THE CONTRACT DOCUMENTS

A. The Contractor is to furnish all labor, materials, equipment, supplies, and supervision to perform all work as indicated in the Construction Documents. In addition, the Contractor shall perform a complete site survey, prior to the start of new work.

B. Provisions of the General Conditions of the Contract, Supplementary Conditions, and Divi-sion 1 - General Requirements of the Specifications, apply to the work specified in each Section of the Specifications.

C. Contractor is hereby specifically directed to notify and apprise all subcontractors and other parties engaged in the Work as to Contents of the General Conditions of the Contract, Sup-plementary Conditions, and Division 1 - General Requirements.

D. No contractual adjustment shall be due or become exigent as a result of failure to fully un-derstand the General Conditions of the Contract, Supplementary Conditions, and Division 1

- General Requirements.

E. Jurisdiction: will follow regulations and approvals set forth in Division 1 in addition to the requirements referenced in the General Conditions of the Contract and the Specifications.
