About this file
This document is a Justification and Approval (J&A) form for a sole source contract for remote technical support services for the Disorientation Research Device (DRD) at the Naval Medical Research Command (NMRC). The contract will be awarded to Environmental Tectonics Corporation (ETC) in Southampton, PA, for renewal of existing remote technical support services starting 25 September 2025. The sole source justification is based on 10 U.S.C. 2304(c)(1), citing that ETC is the only authorized vendor who can access competition-sensitive data and IP necessary to perform the contract actions.
The contract will provide critical on-demand support for complex technical issues related to the DRD, Navy Medicine's most unique and expensive research system. The OEM will provide up to 40 hours of annual technical assistance by a subject matter expert, with support to be delivered via email, data provision, telephone, or other necessary means. The Contracting Officer anticipates the negotiated contract price will reflect a discount from Smarteye's commercial price list, and the contract will be awarded under FAR Part 13 for contracts under $150,000. NMRC has no immediate plans to compete future contracts for these services but will assess competition if another potential source emerges.
