Hampton Roads Naval Museum Scope of Work
Artifact Mounting and Cases for Civil War Exhibit Phase 2
1.0 INTRODUCTION
The Hampton Roads Naval Museum in Norfolk, VA is issuing this requirement for mount making and installation of 40 (±10) artifacts in a museum exhibit.
2.0 BACKGROUND
The Hampton Roads Naval Museum (HRNM) is operated by the Department of the Navy and reports to the Naval History and Heritage Command in Washington, D.C. The museum is dedicated to the interpretation of the Navy in Hampton Roads from the Revolutionary War to the present day. The museum is planning an exhibit that will educate the public about the history of the U.S. Navy during the American Civil War. The exhibit installation requires a completion date of 15 February 2025.
Terms and Definitions.
HRNM The Hampton Roads Naval Museum, US Department of the Navy Responsible for content and design of the exhibit.
Contractor The prime contractor responsible for fabrication & installation of the exhibit mounts.
3.0 SCOPE OF WORK
General. This scope of work calls for one (1) the production and installation of artifact mounts for 40 (±10) artifacts. Except as delineated elsewhere in this scope of work, the contractor shall provide all management, labor, materials and plans to meet the objectives below. (2) the production of 11 artifact cases. All cases dimensions and materials are specified in Attachment 1, “HRNM Civil War Phase 2 Case Schedule”
Source Material: HRNM shall provide access to the artifacts, dimensions of artifact cases, photographs and measurements of the artifacts.
Work Included:
Furnish all labor and material necessary to fabricate and install 40 (±10) custom museum artifact mounts per Attachment 1. These mounts are custom fit, object specific mounts, which require object handling, measurement and fitting.
Installation will occur at the Hampton Roads Naval Museum during hours of operation.
The contractor shall adhere to the following guidelines:
1. No object can be altered or repaired to accommodate exhibit mounting. Original objects must not be drilled, trimmed, tracked, nailed, screwed down or glued down.
2. Mounts should provide adequate support to prevent physical stress or unbalanced weight distribution on the object.
3. No mount should be permanently attached to any object and easy access to the object should be afforded for curatorial maintenance and emergency removal.
4. The fastening system must be based on a mechanical design and not adhesives or sticky substance.
5. Mounts must anticipate in their design the tendency for organic materials to droop, sag, or experience dimensional changes.
6. Vibration and abrasion should be minimized by the nature of mount's design and material selected for construction.
7. Susceptible objects should not be subjected to creasing and folding or deformation by the placement of heavy objects directly on top of them.
8. Fragile objects, including all textiles, should be supported over as great an area as practical.
9. Exhibit mounts should employ inert materials, particularly in the areas of contact with artifacts.
10. Mounts should not utilize unstable dyed fabrics and materials. These colorants can be transferred to the display object and therefore testing of fabrics is required.
11. Only high-quality padding and cushioning materials should be used: polyethylene foam, polyester batting, 100% cotton fabric, and acid-free buffered tissue paper.
12. Persons measuring, fitting or installing objects on their mounts will wear clean gloves to prevent soiling of the object. (Glazed ceramics and glass objects are the exception).
13. Artifact cases to include acrylic vitrines predrilled for security screws and pedestals and backings painted to specification with proper time included for off-gassing.
14. Support includes materials and labor which may not appear on the drawings, but which are necessary to insure soundness to structures.
4.0 PERIOD OF PERFORMANCE
The contractor shall start work as soon as the contract is awarded. Installation is required by:
15 February 2025.
5.0 PLACE OF PERFORMANCE
All completed work shall be completed and delivered to the following address:
Hampton Roads Naval Museum, 1 Waterside Dr., STE 248 Norfolk VA 23510-1607.
6.0 SECURITY REQUIREMENTS
This work is unclassified. The Contractor shall comply with all applicable DOD security regulations and procedures during the performance of this contract. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and Government personnel work products, which are obtained or generated in the performance of this contract.
7.0 PERSONNEL QUALIFICATIONS
Experience: Contractor shall possess the expertise and knowledge for the fabrication of museum exhibits and/or theatrical scenery. The contract shall maintain a qualified workforce to cover scheduled tasks, to include current and valid certifications as assigned.
8.0 PROCUREMENT
The contractor shall purchase all specific materials and equipment needed to accomplish this task.
9.0 MEETINGS/CONFERENCES
The contractor shall attend meetings with the Government and provide any expert advice or progress of work. This requirement includes a pre-production conference held at HRNM during normal working hours. The contractor should have prepared at this time a schedule of events for the contract period, a listing of completion dates, etc. During the course of the contract, HRNM will have access during normal working hours to inspect the progress of work being performed at the fabrication and installation point, if desired. Workmanship or materials not in accordance with the requirements of these specifications will be replaced with new satisfactory materials at no cost.
10.0 NON-PERSONAL SERVICE STATEMENT
Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the statement of work may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work. Prior to acceptance a thorough inspection and operational test of the completely assembled exhibit units will be conducted by HRNM at the installation site.
11.0 GOVERNMENT FURNISHED EQUIPMENT (GFE)
The Contractor is responsible for providing their working facilities, all supplies, and all materials in the work required.
12.0 TRAVEL
The Contractor is responsible for all travel expenses.
13.0 ADVANCE NOTICE
The Contractor shall provide two (2) weeks advance notice if the contractor cannot meet the period of performance requirements and or other contract requirements.
14.0 PAYMENT
The Contractor shall be paid upon completion and acceptance by the Government. The Contractor shall invoice for payment using the Wide Area Workflow (WAWF).
15.0 TECHNICAL POINT OF CONTACT FOR INSPECTION AND ACCEPTANCE
The person responsible for performing inspection and acceptance of the contractor’s performance at the Hampton Roads Naval Museum:
Available at time of Award.
16.0 COMBATTING TRAFFICKING IN PERSON (CTIP)
The Department of Defense (DOD) has a zero-tolerance policy regarding trafficking in persons.
Prescribes overall federal regulation implementing 22 U.S.C. 7104 which applies to all acquisitions. Requires government contracts to (a) Prohibit contractors, contractor employees, subcontractors, and subcontractor employees from engaging in trafficking in persons during the period of performance of the contract.
