About this file

This is a Quality Assurance (QA) Solicitation Checklist used by the Navy for contracts involving work on naval ships, specifically the USS Rafael Peralta (SSP# NAPL-009-27). The checklist is administered by FDRMC Code 130 QA to assess contractor capability to comply with Navy Standard Items (NSI) specifications. The Period of Performance spans from October 31, 2026 to November 6, 2026, with an earlier iteration showing November 12-19, 2026.

The checklist mandates submission of Quality Management System (QMS) supporting documents, including a Quality Manual describing the contractor's QMS (NSI 009-04), with ISO 9001 certification copies required if applicable. Contractors must submit Quality Assurance/Control Procedures and Process Control Procedures (PCP) for work items as annotated. Additional required submissions include calibration records for all measuring and test equipment (NSI 009-04), a qualified inspector list indicating inspection and test qualifications by type (NSI 009-04), and Marine Chemist/Gas Free Engineer (Competent Person) certifications (NSI 009-07). For preservation operations in critical coated areas, contractors must provide Coatings Inspector certifications meeting NAVSEA Basic Paint Inspector (NBPI), NACE International Coating Inspector Program (CIP) Level 1 or higher, or SSPC Protective Coating Inspector Program (PCI) Level 2 standards, with minimum two years of marine coatings experience, plus QP-1 certifications for blasting and coating application (NSI 009-32). The checklist also requires welding and brazing certifications per S9074-AQ-GIB-010/248 and NAVSEA 0900-LP-001-7000, NDT/NDI personnel certifications and procedures per T9074-GIB-010/271, and a draft Test and Inspection Plan (TIP) showing understanding of solicited work items, with the final TIP post-award including all required inspections and government notification symbols.
