1.0 ORGANIZATION
The Joint Forces Staff College (JFSC) International Military Student Office (ISMO).
2.0 BACKGROUND
The International Military Student Office (IMSO) at the Joint Forces Staff College (JFSC) supports the International Officers attending training under the auspices of the Chairman, Joint Chiefs of Staff and the Assistant Secretary of Defense for Special Operations/Low Intensity Conflict. Funding for International officers is provided by IMET/CT or FMS funds. Management of these funds provided by Security Cooperation tuition is contained in the Joint Security Cooperation Education and Training regulation (AR 12–15/SECNAVINST 4950.4B/AFI 16–10). This regulation and IAW DoD Instruction 5410.17, the IMSO is required to provide for proper welcoming and interaction between international officers and US citizens in various situations and at events. Chapter 10 Student Administration and Chapter 11 Field Study Programs pertain to events and expenditure of funds.
The IMSO has the requirement for several catered events for the International Fellows attending the Joint Forces Staff College each year. The International Fellows consist of 100 or more mid to senior-grade military officers and civilians.
3.0 OBJECTIVE
The contractor shall provide drop-off catering services in support of the International Student Management Office’s events. All the events require drop off service only and no onsite catering staff is required. Contractor personnel shall have access to Naval Support Activity Hampton Roads.

In performance of this contract, the contractor shall:
- Provide food that adheres to safety and health code requirements to include but not limited to the most current recommendations for food preparation.
- Communicate with the Government point of contact for specific instructions and work details specific to an event prior to delivery of services. The Government will contact the contractor within 10 days prior to the event to determine details, including selections of food, delivery date and time, delivery location, and number of guests.
- Provide food to accommodate specific nutritional requirements including vegetarian options. Approximately 10 percent of total attendee counts are vegetarian and many have other food restrictions. Count subject to change per service.
- The contractor shall ensure that all menu items are labeled.
- Provide disposable supplies to include serving dishes, paper plates, utensils, plastic glassware, and napkins.
- Provide beverages (bottled water/assorted sodas) and a small dessert with all meals.
5.0 EVENTS
The number, types, and frequency of events, as well as the number of guests will be considered the maximum number of events, if the Government is able to conduct all the events. When a vendor is considered for the contract, the Government reserve the option to send a representative to assess the quality of the food prior to make a final decision for Award.
If situations or events occur outside of our control, which require the Government to cancel an event, the Government POC will notify the Awardee at least 30 days prior to the date of the event, therefore event services not rendered will not be paid. Further, the performance of the agreement by either party is subject to acts of God, war, terrorism, government regulations, orders written by a competent government official (National Defense University President, Vice President or Other Designee, or higher government official) disaster, fire, strikes, civil disorder, curtailment of transportation facilities, or other similar cause reasonably beyond the control of the parties making it inadvisable, illegal, or impossible to hold the meeting/conference or provide the facility. This agreement in part or whole may be terminated without penalty or charge, for any one or more of such reasons by written notice from one party to the other.

Following the close of each performance period, the Government will modify the contract to remove any excess meal quantities not obtained during the period
7.0 SECURITY
- All events require drop-off at JFSC; as such, the contractor must be able to gain access to the Naval Support Activity (NSA) Hampton Roads without escort to fulfill the delivery requirement under this purchase order. Due to the frequency and timing of events, JFSC requires all catering to be delivered on-site. JFSC is unable to meet the contractor off-site.
- The requirements for access to the Naval Support Activity Base (NSA) upon which JFSC resides requires contractors (to include delivery companies) to be registered with RapidGATE. Should a contractor choose not to register with the RapidGATE system; the following process shall be followed to gain access to NSA:
- Access requests for unescorted visitors must be submitted to NSA no less than 5 days in advance of the scheduled visit. A list of visitors containing personal information, to include name, DOB and social security number, will be submitted to the NSA Hampton Roads security department at least 5 days prior to the scheduled visit in order for NRMA N3 personnel to cross check the National Crime Information Center database, the Terrorist Screening Database and the Sexual Offender and Registry Database. On the day of the event, visitors must go to the Pass and ID office on Hampton Blvd to be issued a 1-day pass. Visitors are required to renew passes at the Pass and ID Office on Hampton BLVD for each event. To maintain privacy, JFSC does not receive notification as to whether individuals are cleared or if contractor personnel are denied access to the NSA Complex. Once a visitor is cleared, he/she will have access for 90 days. After the 90-day timeframe, the contractor must resubmit for an extension.
