About this file
This is a Request for Quote (RFQ) from NAVSUP Fleet Logistics Center Norfolk seeking to award a sole source contract to Institutes for Behavior Research, Inc. for the SAFTE-FAST web-based application software license. The software uses the Sleep, Activity, Fatigue, and Task Effectiveness (SAFTE) algorithm to assess fatigue levels of personnel involved in mishaps by analyzing sleep history, time zone adaptation, and local photoperiod to estimate circadian fluctuations in alertness.
The contract will be awarded as a Firm Fixed Price (FFP) contract with a base year (March 11, 2025 - March 12, 2026) and four one-year options extending through March 12, 2030. Quotes are due by 9:00 AM on February 28, 2025. The NAICS code is 513210 (Software Publishers) with a size standard of $47 million. The required software license must support at least 15 concurrent users under NAVSAFECOM's domain (nsc.safetefast.com) and include monthly status teleconferences. The software is needed by March 12, 2025 and will be hosted via Amazon Web Services. The procurement is being conducted under FAR Parts 12 and 13 commercial item procedures.

STATEMENT OF WORK
Statement of Work SAFTE-FAST Program
Date: 2025 JAN 17
Project: SAFTE-FAST program
I) Background Since the mid-2000’s, personnel at Naval Safety Command (NAVSAFECOM) have used the Fatigue Avoidance Scheduling Tool (FAST), which is based on the Sleep, Activity, Fatigue, and Task Effectiveness (SAFTE) algorithm, to assess fatigue levels of personnel who were involved in mishaps. FAST uses a person’s sleep history, time zone adaptation, and local photoperiod to estimate the person’s circadian fluctuations in alertness level.
COMNAVSAFECOM uses these estimates to help determine whether fatigue was a factor in mishaps.
Until 2019, the company that productized FAST provided free licenses to service members for a stand-alone version of FAST. Although the free license permitted service members to access the software, to use FAST the service members needed to download and install an application on a local computer. Personnel could not install FAST on most NMCI machines and resorted to installing the application on personal computers, creating operation security concerns.
In 2019 the company determined that it could no longer support free licenses for DoD users. In response, NAVSAFECOM personnel conducted an analysis of alternatives. That analysis concluded that SAFTE-FAST, a web-based version of FAST that is provided by the Institutes for Behavior Research (IBR), Inc. was the best and most cost effective way to meet NAVSAFECOM’s fatigue estimation requirements. Over the course of the subsequent five-year contract, NAVSAFECOM personnel used SAFTE-FAST to estimate fatigue in Naval mishaps. Additionally, they were able to extend accounts under the NAVSAFECOM license to Fleet safety officers who were then able to use SAFTE-FAST when planning future operations. SAFTE-FAST as provided via the NAVSAFECOM license, is currently the primary fatigue estimation program used across the Department of the Navy. The final option year of NAVSAFECOM’s current contract for SAFTE-FAST expires in March 2025.
II) Objective Continue NAVSAFECOM and the Fleet’s access to fatigue estimation software by entering a new contract for access to the web-based SAFTE-FAST application.
III) Scope of Work IBR, Inc. will provide NAVSAFECOM with a license to access to SAFTE-FAST via Amazon Web Service (AWS) hosting under NAVSAFECOM’s current unique domain name (nsc.safetefast.com). Hosting will permit capacity for at least 15 users with accounts under NACSAFECOM’s license to use SAFTE-FAST concurrently. IBR, Inc. will support monthly status teleconferences with a designated NAVSAFECOM point of contact to discuss any issues that IBR, Inc. or NAVSAFECOM have encountered, plan downtimes for system maintenance, etc.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The Government intends to award a Firm Fixed Price (FFP) contract as a result of this solicitation in accordance with FAR Part 12, and FAR Part 13. Award will be made on a sole source basis in accordance with FAR 13 after the price is determined to be fair and reasonable. The Government intends to evaluate and award a contract based on initial quote; therefore, the Quoter’s initial quote should contain the Quoter’s best terms from a price standpoint.
Total price will be evaluated taking into the account the total FFP for the base year and option periods. Price analysis using procedures of FAR 13.106-3 will be used to evaluate price reasonableness. The Government may evaluate any and all information submitted by the vendor to support the reasonableness of prices proposed. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
