The document justifies sole source procurement of software services for the Naval Safety Command's (NAVSAFECOM) Fatigue Avoidance Scheduling Tool (FAST), which uses the Sleep, Activity, Fatigue, and Task Effectiveness (SAFTE) algorithm to assess personnel fatigue levels in mishaps. The current contract expires in March 2025, with services needed by March 11, 2025. IBR was selected as the sole provider after NAVSAFECOM's 2019 analysis determined SAFTE-FAST was the best and most cost-effective solution meeting their requirements. The system is hosted on Amazon Web Services with dedicated servers for each customer installation, featuring specific security controls and OPSEC protections. The software is uniquely qualified as it is the only validated sleep modeling product meeting DoD security requirements and allowing retrospective input of sleep/wake schedules for mishap investigations. The service was previously provided free to DoD users until 2019 when the company changed its licensing model.

Source Selection Information – See FAR 2.101 and 3.104 different from regular SAFTE-FAST. The URL is nsc.saftefast.com rather than www.safetyfast.com. In standing up our portion of SAFTE-FAST, they firewalled our data from the rest of SAFTE-FAST to prevent unauthorized access to data that people with NSC accounts enter. Additionally, the interface for our version of SAFTE-FAST contains a variety of warnings about entering only unclassified data and protection OPSEC. Each customer installation is completed within a dedicated, unique server in an Amazon Web Server (AWS) Hosted solution that is unique to their geographical location.The AWS Hosted Solution is a full-service solution that includes system monitoring, security and server performance. Originally designed for the US Air Force to evaluate fatigue in aviation missions, the model was adopted by the US Depa4rtment of Defense as the standard model for fatigue assessment in all warfighters.
