About this file

This is a solicitation document issued by NAVSUP Fleet Logistics Center (FLC) for Air Operations Trainer and Examiner Support Services under a Firm Fixed Price (FFP) purchase order acquisition. The Government will conduct this acquisition in accordance with FAR Part 12 and FAR Subpart 13 as a competitive solicitation to qualified vendors.

The evaluation will be based on two primary factors: Technical Capabilities and Price. Technical evaluation centers on the quoter's acknowledgement of understanding all solicitation requirements and capability to meet performance requirements, along with evaluation of a 3-5 minute video submission demonstrating the keynote speaker's communication and engagement abilities. Qualifying factors for the speaker include professional verbal communication, storytelling technique, audience engagement opportunities, ability to develop rapport with diverse military demographics (E-1 to O10), alignment with Department of War and Navy policy, strong stage presence, demonstrated knowledge, genuine enthusiasm, and apolitical messaging. Disqualifying factors include inability to demonstrate several qualifying factors, unprofessional communication, lack of storytelling or audience engagement, inability to establish rapport with diverse audiences, disorganized presentation structure, and poor communication delivery. Price evaluation will verify mathematical accuracy and compare total quote prices for all events. Technical ratings will be assigned as Outstanding, Good, Acceptable, Marginal, or Unacceptable, with only quotes rated Acceptable or higher being considered for award. Award will be made to the responsible quoter whose quote is technically acceptable and most advantageous to the Government, considering price and other factors.
