About this file

This is a Questions and Answers document for a VoIP phone system procurement at Naval Observatory Flagstaff Station. The document addresses 21 clarifying questions from potential vendors regarding the technical requirements and existing infrastructure for the installation of 45 VoIP phones across eight buildings. Key responses clarify that the system will be standalone and independent of existing network infrastructure, despite the buildings being connected via Ethernet WAN with single-mode fiber. The Government will not provide Power over Ethernet ports/switches, and vendors must supply new cabling since Category 5e is not in place. The phone configuration consists of 43 single-line phones, 2 multi-line phones, 1 conference phone, and 4 common area phones, with 4 wall-mounted units and 1 requiring a button add-on module for a receptionist position. The system requires one SIP trunk for connectivity, voicemail capability, and must be approved on the DODIN JITC Approved Product List for Department of Defense requirements. Infrastructure already in place includes racks, UPS backup power, and a dedicated 120V/60Hz/15A AC circuit. The current environment uses an analog Nortel Norstar system, and this new VoIP solution will not integrate with existing systems or network architecture. Vendors should note that existing switches and data cabling cannot be leveraged for this installation.
