The lowest-priced quotation may not be selected if a higher-priced quote is determined more advantageous. 2. They are in full compliance with all applicable laws, regulations, and maritime policies and will maintain adherence during contract performance.
Basis of Award: The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation is deemed technically acceptable and will be most advantageous to the Government, considering price fair and reasonableness.
Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.
However, the perceived benefits of the higher priced quotation must merit the additional price.
Evaluation: To be deemed technically acceptable, the Quoter shall meet the solicitation requirements and demonstrate a good probability of success in meeting the performance objectives. A quotation is technically unacceptable if it fails to address the solicitation requirements or demonstrates a low probability of success in meeting the performance objectives.
The Quoter’s submission will be reviewed for mathematical correctness, making sure that all prices are summarized correctly to ensure completeness and accuracy.
When evaluating quotes, the Contracting Officer will review Quoter past performance using a variety of available resources (e.g. CPARS, SPRS, FAPIIS, SAM) as part of a responsibility determination. Quoters shall not be determined responsible or non-responsible solely based on a lack of relevant performance history.
Questions: All questions must be submitted to Ms. Rachel Tamashiro via e-mail at rachel.m.tamashiro.civ@us.navy.mil, no later than 5:00 PM (1700 hours) Hawaii Standard Time (HST) on Monday, 01 June 2026.
