About this file

This is a Sole Source/Bid Waiver Justification form submitted by City Colleges of Chicago (CCC) for the procurement of athletic training services from RTP Fitness & Recovery for the 2026-2027 athletic season. The services include on-site athletic trainer coverage for intercollegiate athletic competitions, injury assessment and management, emergency response, preventative care, athlete preparation, and coordination with athletic staff to support student-athlete health and safety. CCC requires coverage for approximately 160 home athletic contests during the 2026-2027 season. The contract term runs from July 2026 through December 2026, with the vendor having provided services to CCC for five consecutive athletic seasons prior to this renewal request.

The proposed contract value is $40,000 for the current term at a negotiated rate of $250 per game on an as-needed basis. CCC's evaluation of alternatives included discussions with peer institutions such as Northwestern University and College of DuPage, which indicated ongoing challenges with athletic trainer staffing shortages and capacity constraints. The justification for sole source procurement centers on RTP Fitness & Recovery's existing familiarity with CCC's athletic facilities, schedules, and operational requirements, combined with the vendor's approximately 18 years of professional athletic training experience. CCC determined that competitive solicitation would create delays and operational disruption to student-athlete services during the interim period while long-term staffing models are evaluated. The procurement is funded through Educational Funds, with no future purchasing obligations to the vendor beyond the 2026-2027 athletic season. This arrangement was approved on October 20, 2026.

Sole Source/Bid Waiver Justification

Below are the following Sole Source/Bid Waiver Criteria. If your purchase meets any of the following criteria, please complete the form and submit to Procurement Services at solesource@ccc.edu

What is a Sole Source Procurement?

A “sole source” procurement can be defined as any contract entered into without a competitive process, based on a justification that only one known source exists or that only one single supplier can fulfill the requirement. Although CCC generally does not permit non-competitive procurements by statute, exceptions are allowed where competition is not feasible. Even though the procurement isn’t competed, you still need to maintain a history of the process. It will be especially important for you to document the circumstances and rationale for not competing the solicitation. This form is used for this documentation.

Examples of acceptable exceptions from the competitive procurement process may include (but are not limited to):

Only one known source exists for supplies of services or products as determined by documented research.

No other reasonable alternative source exists that meets the CCC requirements.

Only one source meets the business needs of the CCC (e.g., compatibility, unique feature to meet CCC’s

Procurement of public utility services.

What’s not a Sole Source Procurement?

A CCC requirement for a particular proprietary product or service does not automatically justify a sole source procurement if there is more than one potential bidder of offeror for that item.

A CCC preference for a specific brand or name product does not justify a sole source procurement.

A good’s or service’s “uniqueness” alone may not qualify the producer or supplier of the good or service as a sole provider.

City Colleges of Chicago requires athletic training services to provide on-site coverage for intercollegiate athletic competitions during the 2026-2027 athletic season. Services include injury assessment and management, emergency response, preventative care, athlete preparation, and coordination with athletic staff to support student-athlete health and safety.

Continued athletic training coverage is necessary to ensure safe athletic operations while CCC evaluates long-term athletic trainer staffing strategies.

• Approximately 18 years of professional athletic training experience. • Five consecutive athletic seasons providing athletic training services to CCC. • Coverage of approximately 160 home athletic contests during the 2026-2027 athletic season. • Existing familiarity with CCC athletic facilities, schedules, athletic directors, coaches, and operational requirements developed through ongoing service delivery.

• Approximately 18 years of professional athletic training experience. • Five consecutive athletic seasons providing services to CCC. • Existing familiarity with CCC athletic operations, facilities, and staff. • Ability to provide immediate coverage for approximately 160 athletic contests during the 2026-2027 season.

Yes. CCC considered alternative staffing and service options. Discussions with peer institutions and providers highlighted ongoing challenges in securing athletic training coverage. Northwestern University indicated they were experiencing athletic trainer staffing shortages within their own organization. College of DuPage indicated that its current vendor was experiencing difficulty providing additional athletic training support beyond existing commitments. CCC has also utilized other service arrangements, including an agreement with ATI, and determined that continuation with RTP Fitness & Recovery provides the most practical solution for maintaining uninterrupted athletic training coverage during the 2026-2027 athletic season. RTP Fitness & Recovery has provided services to CCC for five consecutive athletic seasons and is already familiar with CCC athletic programs, facilities, schedules, and operational requirements.

CCC evaluated alternative staffing and service options and discussed athletic training coverage challenges with peer institutions and providers. Northwestern University indicated that it was experiencing athletic trainer staffing shortages within its own organization.

College of DuPage indicated that its current athletic training vendor was experiencing challenges meeting additional coverage demands beyond existing commitments. CCC also considered alternative staffing approaches, including direct hiring and other contracted service arrangements, but determined these options would not provide an immediate solution for the 2026-2027 athletic season. The negotiated rate of $250 per game provides athletic training coverage on an as-needed basis and avoids the costs associated with recruiting, hiring, onboarding, and maintaining dedicated athletic trainer positions. RTP Fitness & Recovery has successfully provided athletic training services to CCC for five consecutive athletic seasons and can continue services without operational disruption.

No. This purchase is for athletic training services for the 2026-2027 athletic season only and does not require CCC to purchase future services, maintenance, software licenses, equipment, or other products from RTP Fitness & Recovery. Future athletic training services will be evaluated based on CCC's operational needs, staffing strategies, and procurement requirements at that time. The current agreement serves as an interim solution to support athletic training coverage during the 2026-2027 athletic season.

The proposed price is considered fair and reasonable based on the specialized nature of athletic training services, the scope of coverage required, and the vendor's demonstrated experience supporting CCC athletics. The agreement provides athletic training coverage for approximately 160 home athletic contests at a rate of $250 per game, for a total amount not to exceed $40,000. CCC evaluated alternative staffing and service options, including discussions with peer institutions regarding athletic trainer availability and coverage capacity. The proposed pricing provides a cost-effective solution that allows CCC to obtain services on an as-needed basis while avoiding the costs associated with recruiting, hiring, onboarding, and maintaining dedicated athletic trainer positions.

RTP Fitness & Recovery has successfully provided athletic training services to CCC for five consecutive athletic seasons and can continue services without operational disruption.

Since the original contract was awarded, CCC has continued to require athletic training services to support student-athlete health and safety during intercollegiate athletic competitions. CCC evaluated alternative staffing and service options and identified ongoing challenges related to athletic trainer availability and coverage capacity. Discussions with peer institutions indicated similar staffing challenges, including shortages of qualified athletic trainers and difficulties obtaining additional event coverage through existing providers. CCC also continues to evaluate long-term athletic trainer staffing strategies; however, those alternatives are not currently available to meet the immediate operational needs of the 2026-2027 athletic season. RTP Fitness & Recovery has successfully provided athletic training services to CCC for five consecutive athletic seasons and can continue services without interruption while long-term staffing options are assessed.

If this sole-source request is not approved and a competitive solicitation is required, CCC may experience delays in securing athletic training coverage for the 2026-2027 athletic season. Such delays could result in gaps in athletic trainer availability for scheduled athletic contests, requiring additional time to identify, evaluate, award, and implement a new service provider. A new provider would also require onboarding and familiarization with CCC athletic programs, facilities, event schedules, and operational requirements. Any interruption in athletic training coverage could affect athletic event operations and student-athlete health and safety. RTP Fitness & Recovery is currently providing these services and has supported CCC athletics for five consecutive athletic seasons, allowing services to continue without disruption.
