About this file
This is a County and Federal Conditions and Wages document prepared by Allegheny County for Community Development Block Grant (CDBG) subrecipients, establishing comprehensive contractual, administrative, procurement, and labor standards requirements for projects funded through federal and county resources. The document applies to the Steel Rivers Council of Governments (Steel Rivers COG) and related subrecipients undertaking construction projects including street reconstruction in Braddock Hills and other municipalities in Allegheny County, Pennsylvania. The document serves as the governing framework for multiple projects, including Park and Newton Street Reconstruction in Braddock Hills (CD 50-3.10.8), with a mandatory pre-bid meeting scheduled for April 16, 2026, at 10:00 am on-site and sealed proposals due April 23, 2026, at 10:00 am via PennBid. The project scope includes core sampling and milling of existing pavement, road base repair, installation of binder and wearing courses, wedge curb and concrete curb work on Park Avenue from Wilkins to McKinley and Newton Road from Wilkins to Fourth Street, with a 45-day completion requirement. Successful bidders must provide bid bonds equal to ten percent of the proposal value and immediately enter into agreements following contract award.
The document establishes prevailing wage requirements under Davis-Bacon Act provisions, with specific wage determinations for multiple trades including electricians, carpenters, laborers, truck drivers, and equipment operators varying by county and classification. All subrecipients and contractors must comply with federal civil rights laws, Equal Employment Opportunity requirements, Section 3 provisions for low-income employment opportunities, and state and local regulations including Pennsylvania's Prevailing Wage Act and Allegheny County ordinances establishing Minority Business Enterprise (13%), Female Business Enterprise (2%), and Veteran-Owned Small Business (5%) participation goals. The agreement requires comprehensive record-keeping for a minimum of four years following project completion, including payroll documentation, prevailing wage compliance, and all financial records. Funding is provided through CDBG grants from the Department of Housing and Urban Development, with all program assets reverting to the County upon project termination. Insurance requirements, bonding provisions for construction contracts exceeding $100,000, and restrictions on political activity, religious activities, and conflicts of interest are mandated, with potential contract termination for cause including failure to comply with prevailing wage, equal opportunity, and federal labor standards provisions.
