This technical specification document outlines construction requirements for the Braddock Hills Street Reconstruction project, a state and local contract opportunity administered by Braddock Hills Borough in Allegheny County, Pennsylvania. The project involves comprehensive street reconstruction on Park Avenue (from McKinley Avenue to Wilkins Avenue) and Newton Road (from Wilkins Avenue to 4th Street). Work includes existing pavement milling to 4.5-inch depth with full-width milling, repair of soft spots in the road base as directed by the engineer, placement of 3-inch Superpave 25mm base course, installation of 4-inch asphalt wedge curbing and concrete curbing with 6-inch concrete swales where directed, and placement of 1.5-inch Superpave 9.5mm fine-grade wearing course. The project encompasses concrete curb replacement, concrete swale installation, landscape restoration with seeding and mulching, temporary traffic control, erosion and sedimentation controls, and related work. A mandatory pre-bid meeting is scheduled for April 16, 2026, at 10:00 am on-site, with sealed proposals due April 23, 2026, by 10:00 am via PennBid. The project completion timeline is 45 days from contract award. The specifications reference Pennsylvania Department of Transportation (PennDOT) Publication 408 as the primary construction standard.
The contractor bears responsibility for all labor, equipment, materials, and incidental costs, including mobilization, traffic control, erosion and sedimentation control devices, utility coordination, and restoration of disturbed areas. Unit price payment methodology applies to specific line items including core samples, milling, soft spot repair, base course installation, wearing course placement, asphalt wedge curbing, concrete curbing, concrete swales, and landscape restoration. The project is funded through Community Development Block Grants (CDBG), with funding sources identified as CD 50-3.10.8. Proposals must be accompanied by a bid bond equal to 10% of the proposal amount. The specifications establish detailed quality assurance requirements including independent testing and inspection services, compaction testing at specified frequencies, and compliance with established tolerances for pavement flatness, thickness variations, and elevation accuracy.
