About this file
Summary
This document is a Scope of Work and Bid Specifications issued by the Steel Rivers Council of Governments for street reconstruction work in the Borough of Glassport, Allegheny County, Pennsylvania. The project encompasses 6th Street Reconstruction (designated CD 50-7.6c/CD 51-7.6b) and involves milling existing asphalt, installing Superpave binder and wearing courses, raising storm inlets, installing thermoplastic stop-bars, constructing bituminous wedge curbs, and performing keyway work. The project spans two sections: 6th Street from Cypress to Michigan and 6th Street from Cypress to Vermont, with Base Bid and Alternate Bid options provided. The contractor must complete all work within 30 consecutive calendar days following issuance of the Notice to Proceed, with liquidated damages assessed at $350 per day for delays not attributable to inclement weather or conditions beyond the contractor's control. Glenn Engineering & Associates, Ltd. serves as the engineer, and the Borough of Glassport is the project owner. No specific bid deadline is stated in this specifications document; however, related contract opportunities indicate bid submission deadlines are managed through the PennBid platform.
The bid is structured on a unit price basis, requiring contractors to provide pricing for specific line items including milling (measured in square yards), binder and wearing course installation, base repair, inlet raising, stop-bar installation, keyways, and wedge curb installation. All costs for material removal and disposal, site cleanup, tack coat application, hand mopping, equipment operation, and compliance with Pennsylvania Department of Transportation specifications must be included in the unit prices submitted. The project is subject to Pennsylvania Prevailing Minimum Wage requirements, and contractors must obtain a Maintenance Bond equivalent to 100 percent of the final contract payment price following project completion. Contractors are required to comply with all utility notification requirements under Pennsylvania Act 121 of 2008 and assume full responsibility for utility damage costs. Bituminous paving is prohibited after November 15 of any calendar year, and all work must comply with PennDOT Form 408 specifications. The contractor must remain continuously in the municipality once work commences and cannot leave for any reason until project completion.
