About this file

This is a Business License Requirements Form issued by the City of Little Rock Treasury Management Division outlining licensing obligations for businesses conducting operations within the city. The document establishes a hierarchical licensing framework based on business location and jurisdiction. Businesses with physical locations in Little Rock must obtain a city business license for each location. Businesses based in other Arkansas cities are subject to their home city's licensing requirements; if that city requires a license, Little Rock will honor it, but if the home city does not require one (such as Conway), the business must obtain a Little Rock license unless it already holds one from another Arkansas municipality. Out-of-state businesses without any physical presence in Arkansas must obtain a Little Rock business license unless they already possess one from another Arkansas city with a comparable classification to their intended work. However, out-of-state businesses are exempt from licensing requirements when merely submitting bids on Little Rock purchasing proposals.

Winning out-of-state bidders are required to obtain a business license only if they establish a permanent location within Little Rock city limits for the project duration. Non-profit organizations are completely exempt from business licensing requirements. The City of Little Rock Treasury Management Division maintains authority to validate all business licenses and determine their applicability based on jurisdiction and business classification. For additional information, businesses may contact Scott Massanelli, Treasury Manager, through the City of Little Rock Finance Department's Treasury Division.

City of Little Rock Business Licenses Requirements

The City of Little Rock Treasury Management Division will determine validity of all business licenses.

If a business has a physical location in Little Rock, they are required to have a business license for each location.

If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.

Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.

A Non-Profit Organization is exempt from having to obtain a business license.
